RECEIPT AND OPENING OF PROPOSALS: Sealed proposals for the work described below will be received by the City Administrator at the Winsted City Hall, 201 1st Street North, Winsted, MN 55395 until June 10, 2015 2:00 p.m., at which time the bids will be opened and publicly read.

COMPLETION OF WORK: All work under the Contract must be complete within 600 calendar days after receipt of the Notice to Proceed.
MINIMUM CONTRACTOR QUALIFICATIONS: The Bidder shall have experience as a General Contractor in the successful completion of at least three municipal water or wastewater treatment plants within the last five (5) years.

PLANHOLDERS LIST, ADDENDA AND BID TABULATION: The planholders list, addenda and bid tabulation will be available on-line at www.bolton-menk.com.
Bids will be received on a lump sum and unit basis.
BID SECURITY: A certified check or a Bid Bond satisfactory to the City of Winsted, in the amount of not less than 5 percent of the total Bid price submitted must accompany each Bid.
LABOR RATES - MINIMUM WAGE REQUIREMENTS: This project is being funded by the Minnesota Public Facilities Authority’s Point Source Implementation Grant Program and the City of Winsted. The project is subject to the State of Minnesota minimum wages.
PERFORMANCE AND PAYMENT BONDS: The successful Bidder will be required to furnish a Performance Bond and Labor and Materials Payment Bond each in the amount of the Contract.
The Bid, Agreement, and Bonds shall be conditioned upon compliance with all provisions of the Bid Documents.
PROJECT ADMINISTRATION: All questions relative to this project prior to the opening of bids shall be directed to the Engineer/Manager for the project. It shall be understood, however, that no specification interpretations will be made by telephone.

RESOLUTION DETERMINING THE NECESSITY TO ISSUE NOT TO EXCEED
$380,000 General Obligation Equipment Certificates of 2015
A. WHEREAS, Minnesota Statutes, Sections 410.32 and 412.301, authorize the council to issue equipment certificates within existing debt limits for the purpose of purchasing capital equipment; and
B. WHEREAS, said statute also provides that if the amount of the equipment certificates to be issued to finance such equipment exceeds 0.25% of the market value of taxable property in the City, the equipment certificates shall not be issued for at least ten days after publication in the official newspaper of a council resolution determining to issue them; and if before the end of that time, a petition asking for an election on the proposition signed by voters equal to ten percent of the number of voters at the last regular municipal election is filed with the administrator, the equipment certificates shall not be issued until the proposition of their issuance has been approved by a majority of the votes cast on the question at a regular or special election; and
C. WHEREAS, the council proposes to issue the equipment certificates for said purposes in an amount which exceeds 0.25% of the market value of taxable property in the City; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mayer, Minnesota, as follows:
1. Purpose. That it is necessary and expedient for the City Council to issue General Obligation Equipment Certificates of 2015, pursuant to Minnesota Statutes, Sections 410.32 and 412.301, in an amount of not to exceed $380,000 for the purpose of financing the acquisition of capital equipment for the City, particularly the purchase of a fire truck (the “Certificates”). A cash contribution of $200,000 has been applied to lower the borrowing amount.
2. Amount. The amount of the Certificates is hereby determined and declared to be in excess of 0.25% of the market value of taxable property in the City.
3. Publication. The Administrator is authorized and directed to publish this resolution in the official newspaper of the City.
4. Time. At least ten days shall elapse after publication in the official newspaper of the City of this resolution before the Certificates may be issued.

CITY OF MAYER
PUBLIC NOTICE
The Mayer Planning Commission will conduct a public hearing on an amendment to Ordinance No. 188 entitled “An Ordinance Repealing and Replacing Sections 152.120 – 152.133 of Title XV, of the Code of Ordinances of the City of Mayer Relating to Signage”. The hearing will be held on Tuesday, June 2, 2015 at 6:30 p.m. or as soon thereafter as persons may reasonably be heard, at Mayer City Hall, 413 Bluejay Avenue.
The proposed Ordinance declares a sign which contains statements, words, or pictures of an obscene, indecent, or immoral character, or such as would offend public morals or decency as defined by Mn. Statute 617.241, Subd. 1(a) a public nuisance and thereby prohibited.
A copy of the proposed amendment in its entirety is available at City Hall for review. Any person desiring to comment on this matter is invited to do so in writing (prior to or at the hearing) or orally at the time of the public hearing.
