The Township Board for the Township of Franklin hereby ordains:
Section 1. Establishment of Planning Commission.
A Township Planning Commission is hereby established under the authority of Minnesota Statutes 462.354 through 462.358 for the purpose authorized by such statutes consistent with the terms of this Ordinance. Other powers and duties may be delegated to the Planning Commission by the Township Board, consistent with Minnesota Statutes. All decisions of the Commission are subject to approval by the Township Board.
Section 2. Composition and Terms of Office of the Planning Commission.
The Planning Commission shall consist of those persons lawfully occupying the office of Town Board Supervisor. Said persons shall remain on the Planning Commission only so long as they hold the office of Township Board member, and as new persons are elected or appointed to the positions of Township Board members, such new persons shall become Planning Commission members under the authority of this Ordinance.
Section 3. Organization and Record Keeping.
The Planning Commission shall create and fill the offices of Chairperson and Vice-Chairperson from its own membership. Unless the Township Board appoints a Secretary, the Township Clerk shall act as Secretary to the Planning Commission and shall prepare or supervise the preparation of the minutes of the Planning Commission and be responsible for record keeping. The Planning Commission may adopt rules for the conduct of hearings and the transaction of business as necessary.
Section 4. Planning Agency.
The Planning Commission shall be the planning agency and shall have the powers and duties given such agencies generally by Minnesota Statutes 462.651 through 462.365 only with regard to recommending adoption and amendment of the Township’s Land Use Plan and Zoning Ordinance unless other powers and duties are specifically delegated to the Planning Commission by the Township Board, consistent with Minnesota Statutes.
Section 5. Public Hearings.
No Land Use Plan shall be adopted by the Township Board until a public hearing has been held thereon by the Planning Commission.
Section 6. Effective Date.
This ordinance shall be effective upon passage and publication in the official Township newspaper.

NOTICE IS HEREBY GIVEN, That the Local Board of Appeal and Equalization of the Township of Franklin of Wright County, Minnesota, will meet at the Franklin Township Hall, 8735 County Road 16 SE at 5:00:00 PM, on Wednesday, the 27th day of April, 2016 for the purpose of reviewing and correcting the assessment of said Township for the year, 2016. All persons considering themselves aggrieved by said assessment, or who wish to complain that the property of another is assessed too low, are hereby notified to appear at said meeting, and show cause of having such assessment corrected.
No complaint that another person is assessed too low will be acted upon until the person so assessed, or his agent, shall have been notified of such complaint.

NOTICE IS HEREBY GIVEN that an Open Book Meeting will be held on Wednesday, April 27th, 2016 from 5:00 – 6:30 p.m. at Loretto City Hall, 279 North Medina Street, Council Chambers. The Open Book Meeting provides an opportunity for property owners to discuss their estimated market value, which each property owner receives in the beginning of April, with Hennepin County officials.
All Loretto property owners are welcome to come and meet with the assessor. No appointment is necessary.

The regular meeting of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Monday, March 28, 2016, at Delano City Hall. The meeting was called to order by the chair at 5:46 p.m. with the following members in attendance: Baker, Seguin, Larson, Durick, Black. Late: Milano. Absent: Johnson.
APPROVAL OF MEETING AGENDA (approved unanimously)
Board reviewed discussion items: 2017 Washington D.C./New York 8th Grade Trip, 2017 DHS Band/Choir Student Trip, Project Oversight Committee Update, Review of Policy 613-Graduation Requirements.
Counselor/Social Worker Program - Marie Techam, Nicole Gohman, Michelle Krueger and Shallyn Tordeur.
CONSENT AGENDA (approved unanimously)
Board approved the regular meeting minutes of 2-22-16 and the current budget status with year-to-date adjustments, investment transactions, construction bond investment transactions, wire transfers, Minnesota Liquid Assets fund, cash report, revenue and expense fund totals, expense reports and disbursements.
PERSONNEL (approved unanimously)

Dr. Heil reported on 2016-17 scheduling, Guidance Counselors, March 9 Professional Development Day, DHS Assistant Principal Interviews. Mr. Schuler reported on Kindergarten Round-up, elementary school expansion project, MCA testing, DES Science Fair, DES Social Worker. D. Johnson reported on Summer CE Brochure, WEE Tiger Preschool Open House, ECFE, MN Reading Corps, WEE Tiger Preschool Fall Registration, spring activities/classes, Special Olympic activities/programs. Board heard reports from: MAWSECO and Wright Technical Center.

NEW BUSINESS (approved unanimously)
