The regular meeting of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Monday, April 25, 2016, at Delano City Hall. The meeting was called to order by the chair at 5:47 p.m. with the following members in attendance: Seguin, Larson, Johnson, Milano. Late: Baker. Absent: Durick, Black.
APPROVAL OF MEETING AGENDA (approved unanimously)
WORK SESSION
Board reviewed discussion items: 2017 Spain Extended Field Trip, 2016-17 Delano Elementary School Student Handbook, 2016-17 Delano High School Student Handbook, MOA’s for District Nurse and DHS Assistant Principal, and Project Oversight Committee Update.
PROGRAM REVIEW
2016 Softball Florida Trip, 2016 China Trip, and WOLD Building Project Presentation.
CONSENT AGENDA (approved unanimously)
Board approved the regular meeting minutes of 3-28-16 and the current budget status with year-to-date adjustments, investment transactions, construction bond investment transactions, wire transfers, Minnesota Liquid Assets fund, cash report, revenue and expense fund totals, expense reports and disbursements.
RESOLUTION OF ACCEPTANCE OF GIFTS (approved unanimously)
PERSONNEL (approved unanimously)
Board approved retirements/resignations/terminations, recommendations of employment and contract changes which include: Retirements/Resignations/Terminations include: HS Social Studies Teacher, (2) 6th Grade Teacher, TKC Aide, MS Special Education Teacher, EL Teacher, 4th Grade Teacher, Kindergarten Teacher. Recommendations of Employment include: DHS Assistant Principal, CE Student Aide, (2) DMS Web Coordinator, HS Vocal Teacher, CE Gymnastics HS Aide, (2) 6th Grade Teachers, DMS Track & Field Coach, CE TKC Classroom Assistant, 2nd Grade Long-term Substitute, HS Math Teacher. Contract Changes/Approvals/Position Changes: 2016-17 HS Assistant Principal Letter of Understanding. Leaves of Absence: Kindergarten Teacher, 3rd Grade Teacher.
ADMINISTRATIVE AND BOARD REPORTS
Board heard the following administrative reports: Superintendent Schoen reported that Building Project User Groups met, specialty groups will meet soon and all user meetings will be complete by the end of this school year. Mr. Voight reported on 5th Grade Orientation, MS Open House for 5th graders, 2016-17 scheduling, MS PIE technology purchase, MS testing and New Intermediate School User Group meetings. Dr. Heil reported on 2016-17 scheduling, grades 7-12 staff meeting, fall ACT scores, SciTech, Student Leadership Committee, and new HS Assistant Principal. Mr. Schuler reported on ES Science Fair, WIN (What I Need) program, retirees, interview schedule, MCA testing, teacher letter to students. M. Reeder reported on 2016-17 bread and milk proposals. D. Johnson reported on summer brochure, Arts Council, grants submitted, Artist in Residency grant received, ECFE Camps, WEE Tiger Preschool, Tiger Kids Club, gymnastics and aquatics programs, Destination ImagiNation. Board heard reports from: Curriculum Advisory Council, Schools for Equity in Education (SEE), Delano Area Sports Arena (DASA), Professional Development.
OLD BUSINESS (approved unanimously): Second read of policy due to substantive and/or legal reference changes.
NEW BUSINESS (approved unanimously): Approve Advertisement for Bids for Referendum 2015 Projects, Approve 2017 DHS Band and Choir Trip, Approve 2017 Washington D.C./New York 8th Grade Trip, Approve 2016-17 DHS Spanish Extended Field Trip, Approve MOA Delano Public Schools Principals’ Association, Approve MOA District Nurse.
The meeting adjourned at 8:38 p.m. The preceding is a summary of the unofficial minutes. Independent School District #879 will receive single prime sealed bids for Delano Secondary Electrical Service Upgrade Delano Elementary School Addition and Renovation and Delano Community Education Elevator Addition and Renovation until 2:00 PM local time on May 19, 2016 at the District Office, 700 Elm Avenue East, Delano, Minnesota, 55328, at which time and place all bids will be publicly opened and read aloud. Absolutely no bids will be accepted after 2:00 p.m.
Bidding documents, including the Proposal Form, Drawings and Specifications, will be on file at the Offices of the Architect, Wold Architects and Engineers, 332 Minnesota Street, Suite W2000, Saint Paul, Minnesota 55101. (651) 227-7773; the Owner’s Representative, ICS Consulting, Inc., 3890 Pheasant Ridge Drive NE, Suite #180, Blaine, Minnesota 55449, (763) 354-2670; at the Minnesota Builders Exchange; McGraw Hill Construction/Dodge Plan Center; Reed Construction; and from iSqFt Plan Room (St. Paul, MN).
A pre-bid meeting is scheduled on Wednesday May 11, 2016 for Community Education at 3:00 PM; for Delano Elementary at 3:00 PM and Delano Secondary at 4:00 PM. Attendance at this meeting is highly recommended.
This project includes: Delano Elementary School Addition and Renovation: 3,450 SF Cafeteria addition and carpet replacement. Delano Community Education Elevator Addition and Renovation: Four stop elevator/addition, ceiling installation and electrical upgrades. Delano Secondary Electrical Service Upgrade: Setting new transformers and switchgear to prepare for a future addition.
Bidding Documents are available for Download to prospective bidders and subcontractors by contacting the Owner’s Representative, ICS Consulting, Inc., 3890 Pheasant Ridge Drive NE, Suite #180, Blaine, Minnesota 55449, (763) 354-2670. Prospective Bidders and Subcontractors will be given instructions and a password allowing them to download complete sets of the bidding documents. The downloads will be made available April 29, 2016.
Make proposals on the bid forms supplied in the Project Manual. No oral, telegraphic or telephonic proposals or modifications will be considered. Submit with each bid, Minnesota Responsible Contractor Compliance Affidavit, as well as a certified check or acceptable bidder’s bond payable to Independent School District #879 in an amount equal to five percent (5%) of the total bid. The successful bidder will be required to furnish satisfactory Labor and Material Payment Bond, and Performance Bond.
Bids may not be withdrawn within thirty (30) days after the scheduled time of opening bids, without the consent of the Owner. The Owner reserves the right to accept any bid or to reject any or all bids, or parts of such bids, and waive informalities or irregularities in bidding.
The Owner requires Substantial Completion of the project on or before August 19, 2016, October 27, 2016, December 15, 2016 and August 18, 2017.

The City of Delano is seeking individuals to work as Election Judges at the Primary Election on August 9, 2016 and the General Election on November 8, 2016. Anyone interested in working for either the Primary or General Election should contact Marlene E. Individuals who are eligible to vote in an election precinct are qualified to be appointed as an election judge for that precinct.
