Notice is hereby given that the Delano City Council will hold a public hearing on Tuesday, September 6th at Delano City Hall at 7:00 PM, or as soon thereafter as the parties may be heard, in the City Council Chambers at Delano City Hall, 234 2nd Street North, Delano, MN 55328, to consider Frontier Communications’ desire to implement a cable franchise in Delano.
All interested parties are hereby notified and invited to submit oral or written comments at said Public Hearing.

3. Joint Meeting with Delano Water, Light and Power Commission
A. Updates from Delano Water, Light and Power commission and Delano City Council.
The Commission and Council gave updates on current projects each respective groups are working on.
B. Discuss 2016 Street and Utility Project.
The group reviewed the current plans and focused its attention on Railroad Avenue, specifically the parking long near the Post Office. Discussion included current utilities in the location, traffic congestion and current parking needs.
C. Discuss other project of joint importance
4. City Council Special Order of Business
A. Consider documents related to the sale of Delano Crossings.
Motion by Jack Russek, seconded by Betsy Stolfa to approve the documents related to the sale of Delano Crossings. Motion carried 4-0 by roll call vote.
5. Adjournment
There being no further discussion, the special workshop of the Delano City Council/Economic Development Authority of Tuesday, March 8, 2016, was adjourned at 8:30pm.

A. Discuss 2016 Street and Utility Project.
Shawn Louwagie led the discussion stating the bids were opened on Thursday, March 24, with a total of 6 bids submitted. In addition to the Base Bid, four alternates where bid as well. Mr. Louwagie summarized the bids received and explained the alternates.
B. Discuss park capital projects

1. Call to Order
Mayor Graunke called the Local Board of Appeal and Equalization meeting to order at 6:00pm.
2. Roll Call
Member Present: Mayor Dale Graunke; Councilmembers Betsy Stolfa, Jack Russek and Holly Schrupp
Members Absent: Councilmember Jason Franzen
Also Present: Phil Kern, City Administrator; Brian Bloch, Finance Director; Paula Bauman, Recorder
3. Special Order of Business
A. Local Board of Appeal and Equalization
Motion by Jack Russek, seconded by Betsy Stolfa to make no change to the values or classification to PID 107054001260. Motion carried.
Motion by Betsy Stolfa, seconded by Holly Schrupp to accept recommendation from Ken Yager to change the property value of PID 107-067-003070 to $230,600. Motion carried.
Motion by Holly Schrupp, seconded by Betsy Stolfa to open the public hearing for the City of Delano Local Board of Appeal and Equalization. Motion carried.
Motion by Jack Russek, seconded by Betsy Stolfa to close the public hearing.
4. Adjournment
Motion by Betsy Stolfa, seconded by Holly Schrupp to adjourn the Local Board of Appeal and Equalization meeting of Tuesday, April 26, 2016. Motion carried.
5. Reconvene for Special Meeting
A. Discuss levee relocation project.
Staff discussed the proposed project of constructing an earthen levee along a portion of the Crow River within the City of Delano.
B. Discuss Park and Recreation projects.
The Park and Recreation Commission will meet on Wednesday, April 27. Staff is anticipating a large attendance for this meeting as the agenda involves a proposed project for Central Park and installation of a new park within the Fox Meadow Development.
C. Discuss easement acquisition for Railroad Avenue extension.
Council briefly discussed the proposed Railroad Avenue extension to Tiger Drive and the proximity of the road to current property owners.
D. Discuss alternative energy production ordinance.
Currently, the City of Delano has no guidelines to support and steer property owners wishing to install systems on their property, presenting a risk for possible safety concerns and public nuisance problems.

A. Discuss US Solar Proposal Wright County CUP application and County/Township Comprehensive Plan.
Motion by Betsy Stolfa, seconded by Jason Franzen to enter into closed session, based upon the attorney/client privilege, for the purpose of discussing the potential filing of legal action against Wright County related to the possible issuance of a conditional use permit for a solar farm, and to discuss filing a petition with a state administrative law judge to annex urban transition areas adjacent to Delano’s current boundaries. Motion carried.
Motion by Holly Schrupp, seconded by Jack Russek to exit out of closed session. Motion carried.

CITY OF DELANONOTICE OF PUBLIC HEARING
Notice is hereby given that the Delano City Council will hold a public hearing at 7:00 p.m. or as soon thereafter on Tuesday, August 16, 2016 at the Delano City Hall, located at 234 2nd Street North, for the purpose of considering an amendment to the Wright Neighborhoods Planned Unit Development (PUD) to allow for a change in housing unit size and style within Wright Neighborhood 3rd addition .

Notice is further given that any written or oral comments from citizens regarding the proposed zoning ordinance amendments will be heard at the public hearing.
