Independent School District #879 will receive single prime sealed bids for Delano Synthetic Fields and Stadium Renovations until 2:00 p.m. local time on September 22, 2016 at the ISD #879 District Office, 700 Elm Street Avenue East, Delano, Minnesota, 55328, at which time and place all bids will be publicly opened and read aloud. Absolutely no bids will be accepted after 2:00 p.m.
Bidding documents, including the Proposal Form, Drawings and Specifications, will be on file at the Offices of the Architect, Wold Architects and Engineers, 332 Minnesota Street, Suite W2000, Saint Paul, Minnesota 55101. (651) 227-7773; the Owner’s Representative, ICS Consulting, Inc., 3890 Pheasant Ridge Drive NE, Suite #180, Blaine, Minnesota 55449, (763) 354-2670; and several local builders exchanges and online planrooms.
A pre-bid meeting is scheduled for September 8, 2016 at 3:30 p.m. at the Delano High School Office. Attendance at this meeting is highly recommended.
This project includes: Remodeled stadium with new synthetic turf field, track, bleachers, field lighting, new synthetic turf practice field, and new tennis courts.
Bidding Documents are available for download to prospective bidders and subcontractors by contacting the Owner’s Representative, ICS Consulting, Inc., 3890 Pheasant Ridge Drive NE, Suite #180, Blaine, Minnesota 55449,612-255-3543. The download will be made available September 1, 2016.
Make proposals on the bid forms supplied in the Project Manual. No oral, telegraphic or telephonic proposals or modifications will be considered. Submit with each bid, Minnesota Responsible Contractor Compliance Affidavit, as well as a certified check or acceptable bidder’s bond payable to Independent School District #879 in an amount equal to five percent (5%) of the total bid. The successful bidder will be required to furnish satisfactory Labor and Material Payment Bond, and Performance Bond.
Bids may not be withdrawn within sixty (60) days after the scheduled time of opening bids, without the consent of the Owner. The Owner reserves the right to accept any bid or to reject any or all bids, or parts of such bids, and waive informalities or irregularities in bidding.
The Owner requires Substantial Completion of the project on or before July 31, 2017.

A. Consider an increase in pension for the Delano Fire Relief Association.
Motion by Jason Franzen, seconded by Holly Schrupp to increase pension for the Delano Fire Relief Association. Motion carried 5-0 by roll call vote.
B. Discuss potential infrastructure projects.
Phil Kern stated Muller Family Theatres has sold and will be closing tomorrow. The annexation agreement and ordinance will be presented to City Council in August. Muller has agreed to pay all the fees associated with the annexation including the hook-up fees.
Phil Kern updated Council on the ISD 879 major renovation within the school campus. The School has asked if the City would consider taking it over; this would involve plowing and maintenance. To proceed, the City would rebuild the street to City specifications and the school would pay for it through an assessment agreement. If Council is agreeable, Staff would have the necessary agreements for Council’s approval at the August 2nd meeting.
C. Discuss Public Works storage facility.
Phil Kern recapped discussion that was held between the Public Works and Utilities crews for their need for more space. This will be further discussed at the special joint workshop in September.
D. Discuss message board sign policy.
Council briefly discussed the current sign policy where groups purchase an annual package for a select number of weeks to display a message. The group briefly discussed altered fees whereas Council then directed staff to further discuss with the Chamber and bring back to Council at a later date.
