The regular meeting of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Monday, October 24, 2016, at Delano City Hall. The meeting was called to order by the chair at 5:45 p.m. with the following members in attendance: Baker, Seguin, Larson, Johnson, Black, Durick Absent: Milano
APPROVAL OF MEETING AGENDA (approved unanimously)
Board reviewed discussion items: MSHSL Constitution Ballot, POC committee update, policy review.

CONSENT AGENDA (approved unanimously)
Board approved the regular meeting minutes of 9-26-16, special meeting minutes of 10-4-16 and 10-17-16 and the current budget status with year-to-date adjustments, investment transactions, construction bond investment transactions, wire transfers, Minnesota Liquid Assets fund, cash report, revenue and expense fund totals, expense reports and disbursements.
PERSONNEL (approved unanimously)
Board approved retirements/resignations/terminations, recommendations of employment and contract changes which include: Retirements/Resignations/Terminations include: (2) TKC Program Lead, TKC Preschool Teacher, TKC Student Aide, TKC Adult Aide, DES Paraprofessional, DES Recess Para. Recommendations of Employment include: Nurse Substitute, Little Spikers Volleyball Assistant Coach, 7th Grade Girls’ Basketball Coach, Assistant Boys’ Hockey Coach, MS Girls’ Basketball Coach, Food Service Substitute, Secretary Substitute, 7th Grade Volleyball Assistant Coach, 8th Grade Girls’ Basketball Coach, CE Youth Assistant Gymnastics Coach, TKC Student Aide. Contract Changes/Approvals/Position Changes: (4)TKC Program Lead, TKC Program Aide, Long-term aubstitute for ADSIS Paraprofessional, SPED Paraprofessional two hour increase. Lane Changes: DMS Special Education Teacher MA to MA+15 Leaves of Absence: DES Music Teacher
Board heard the following administrative reports: Superintendent Schoen reported on the Year 4 Facilities Work Plan and building project updates. B. Voight reported on the 2016-2017 DMS School Improvement Plan and Review of 2015-2016. D. Schuler reported on the 2016-2017 DES School Improvement Plan and Review of 2015-2016. S. Heil reported on the 2016-2017 DHS School Improvement Plan and Review of 2015-2016. M. Reeder reported on audit and surplus items for sale. D. Johnson reported on 2016-2017 Continuous Improvement Plan and Review fo 2015-2016. Student Representatives D. Stevens and A. Moe reported on DES, DMS and DHS activities. Board heard reports from: MAWSECO, Wright Technical Center and District Advisory Council.
OLD BUSINESS (approved unanimously)
Approved second read of policies 414, 506, 520, 533, 618 due to substantive and/or legal reference changes.
NEW BUSINESS (approved unanimously)
Approved 2016-17 German Extended Field Trip, approved and accepted bid for new Delano Intermediate School and alternates, approved 2016-17 Q-Comp Plan and approved first read of policies 102, 206, 401, 413, 616 due to substantive and/or legal reference changes.

Independent School District #879 will receive single prime sealed bids for Delano Secondary School Additions and Renovations until 2:00 p.m. local time on November 22, 2016 at the ISD #879 District Office, 700 Elm Avenue East, Delano, Delano, 55328, at which time and place all bids will be publicly opened and read aloud. Absolutely no bids will be accepted after 2:00 p.m.
A pre-bid meeting is scheduled for November 7, 2016 at 1:00 p.m. at the Delano High School Office. Attendance at this meeting is strongly encouraged.
This project includes: Cafeteria/Commons Addition, Auditorium Addition, Fitness/Pool Addition, Main Office Additions. Renovations to existing Media Center, Science Suite, Locker Rooms, Art Rooms, District Office, STEM Classrooms, and Special Ed Suite.
Bidding Documents and Bidder’s Lists are available for download to prospective bidders and subcontractors by contacting the Owner’s Representative, ICS Consulting, Inc., 3890 Pheasant Ridge Drive NE, Suite #180, Blaine, Minnesota 55449, (763) 354-2670. The downloads will be made available October 31, 2016.
Make proposals on the bid forms supplied in the Project Manual. No oral, telegraphic or telephonic proposals or modifications will be considered. Submit with each bid, Minnesota Responsible Contractor Compliance Affidavit, as well as a certified check or acceptable bidder’s bond payable to Independent School District #879 in an amount equal to five percent (5%) of the total bid. The successful bidder will be required to furnish satisfactory Labor and Material Payment Bond, and Performance Bond.
Bids may not be withdrawn within thirty (30) days after the scheduled time of opening bids, without the consent of the Owner. The Owner reserves the right to accept any bid or to reject any or all bids, or parts of such bids, and waive informalities or irregularities in bidding.
The Owner requires Substantial Completion of the project on or before August 24, 2018.
