A. Authorize purchase of new Wacker Wheel Loader for Public Works maintenance shop.
Motion by Betsy Stolfa, seconded by Jack Russek to authorize the purchase of a new Wacker Wheel Loader for the Public Works maintenance shop. Motion carried with Holly Schrupp abstaining.

Mayor Graunke called the special workshop of Tuesday, September 27, 2016, of the Delano City Council/ Economic Development Authority to order at 7:00pm.

3. Special Order of Business
A. Discuss Hazardous Building Order for 260 River Street North.
Scott Dornfeld discussed the property located at 260 River Street North. The property is in disrepair (roof collapse and rear wall damage) and has been for quite some time. The property is now seen as a hazardous building.
B. Discuss and approve modifications to position of Customer Service Representative.
Motion by Jack Russek, seconded by Betsy Stolfa to approve modifications to the position of Customer Service Representative. Motion carried.
C. Approve Tax Levy for 2017.
Motion by Holly Schrupp, seconded by Betsy Stolfa to adopt resolution adopting 2016 preliminary tax levy, collectible in 2017, for the City of Delano, County of Wright, State of Minnesota. Motion carried 5-0 by roll call vote.
D. Continue 2017 Budget Discussion.
Brian Bloch reviewed his September 27, 2016, staff memo regarding the remaining special revenue funds, capital project funds and enterprise funds preliminary budgets. These funds have a direct effect on the City’s tax levy for 2017.
E. Discuss ordinance amendment for Peddlers, Transient Merchants, Solictiors and Mobile Food Units.
Council had directed Staff to change the hours. Staff has discussed this with the City Attorney who advised to keep the hours as listed in the ordinance. This is due to state law.
F. Discuss sale of City-owned lots on Merriman Drive.
Motion by Jack Russek, seconded by Betsy Stolfa to enter into closed session for the purpose of discussing City-owned lots on Merriman Drive. Motion carried.
Motion by Jack Russek, seconded by Holly Schrupp to exit out of closed session. Motion carried.

B. Discuss storm water and alley drainage improvements.
Motion by Jack Russek, seconded by Betsy Stolfa to reject the bids for the storm water and alley drainage improvements and proceed with Public Works crews completing the project. Motion carried with Holly Schrupp abstaining.

Brian Bloch discussed his November 29, 2016, memo. Changes. Bloch discussed the Council requested changes from previous meetings.
B. Discuss Right-of-Way acquisition for Railroad Avenue extension.
Motion by Betsy Stolfa, seconded by Jason Franzen to enter into closed session for the purpose of discussing the potential purchase agreement for 510 Railroad Avenue. Motion carried.

C. Discuss Sump Pump Inspections.
Primary goal is to expand the life span of the Waste Water Treatment Plant. Staff has looked into an inspection program, where the building inspector would complete one or two neighborhoods a year.

CITY OF DELANO NOTICE OF PUBLIC HEARING
Notice is hereby given that the Delano Planning Commission will hold a public hearing on Monday, January 30, 2017 at Delano City Hall at 7:00 PM, or as soon thereafter as the parties may be heard, in the City Council Chambers at Delano City Hall, 234 2nd Street North, Delano, MN 55328, to consider an ordinance amendment to the City’s Floodplain Ordinance Section 2.2 referencing new flood plain insurance maps.
Notice is further given that any written or oral comments from citizens regarding the proposed applications will be heard at the public hearing. All interested persons are invited to attend the meeting and will be afforded the opportunity to speak on the applications during the public hearing.

A RESOLUTION APPROVING PUBLICATION OF ORDINANCE NO. 2017-02 BY TITLE AND SUMMARY
WHEREAS, on January 10, 2017, the City council of the city of Loretto adopted Ordinance No. 2017-02 amending regulations for the “I” Industrial District and Correcting Certain References to the Industrial District in Sections 420:50, 435:15 and 435:25; and
WHEREAS, Minnesota Statutes §412.191, sub.4 allows publication by title and summary in the case of lengthy ordinances upon a vote or 4/5 of the city council; and
WHEREAS, the City Council believes that the following summary would clearly inform the public of the intent and effect of the ordinance.
NOW THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF LORETTO:
1. The City Council of the City of Loretto has adopted Ordinance No. 2017-02, which amends City Code Section 420:40 to correctly identify the zoning district as the “Light Industrial District” and amends Sections 420:50, 435:15 and 435:25 regarding references to the Light Industrial District.
2. The City Clerk is directed to publish this resolution in lieu of publication of the entire ordinance.

Notice is hereby given that the Delano Planning Commission will hold a Public Hearing in the City Council Chambers at Delano City Hall, 234 2nd Street North, on Monday, January 30, 2017, at 7:00 p.m. or soon after to consider request from Wright Neighborhoods, LLC for a Preliminary and Final Plat request for Wright Neighborhood 4th Addition. All interested parties or individuals are hereby notified and invited to present their oral or written comments at said public hearing.
