Pursuant to Minnesota Statutes Section 368.01, Subd. 25, notice is hereby given that the Board of Supervisors of the Town of Franklin, Wright County, Minnesota, will hold a public hearing on Monday, June 5th, 2017, at 7:00 p.m. in the Town Hall, 8735 County Road 16 SE, Delano, MN 55328, to consider vacating the drainage and utility easements dedicated to the public in the plat of White Birch Acres legally described as follows:
All of the Drainage and Utility Easements within Lots 1 and 2, Block 1, as dedicated on the recorded plat of White Birch Acres, Wright County, Minnesota. Any person wishing to be heard concerning this matter may make comments to the Board at the time specified above.

Mayor Graunke called the special workshop of the Delano City Council/Economic Development Authority of Tuesday, January 31, 2017, to order at 6:00pm.
2. Roll Call

A. Interview and appoint candidates for various boards and commissions.
Motion by Betsy Stolfa, seconded by Jason Franzen to appoint the following: Park and Recreation Commission: Sarah Berres, Marnie Lucas, Sean Peterson (Reappoint) and Jonathan Werth. Planning Commission: Angela Kalthoff, Jon Krieg (reappoint). Public Safety Commission: James Anderson (reappoint) Matthew Boelter, Judith Criego (reappoint), Tracy Vatruba. Water Light and Power Commission: Randy Keranen (reappoint), Larry Nelson. Motion carried.
B. Appoint Council liaisons for various boards and commissions.
Motion by Jason Franzen, seconded by Jon Sutherland to appoint the following to various boards and commissions: Park and Recreation Commission: Jon Sutherland. Planning Commission: Dale Graunke. Public Safety Commission: Jon Sutherland. Delano Fire and Rescue: Holly Schrupp. Safe Schools: Jason Franzen. School Subcommittee: Dale Graunke and Betsy Stolfa. Senior Advisory Board: Betsy Stolfa. Wright County Area Transportation: Jason Franzen. Motion carried.
C. Award the Levee Storm Sewer Project to Burschville Construction.
Motion by Betsy Stolfa, seconded by Holly Schrupp to award the project to Burschville Construction, Inc. in the amount of $26,000. Motion carried.
D. Discuss property acquisition for Railroad Avenue extension.
Motion by Betsy Stolfa, seconded by Jason Franzen to enter into closed session to discuss property acquisition for Railroad Avenue extension. Motion carried.
Motion by Betsy Stolfa, seconded by Holly Schrupp to exit out of closed session.
4. Adjournment

Motion by Betsy Stolfa, seconded by Holly Schrupp to adopt Resolution R-17-04 approving the replatting of Lot 18, Block 1, Wright Neighborhood 3rd Addition, within the City of Delano. Motion carried 5-0 by roll call vote.

Motion by Betsy Stolfa, seconded by Jon Sutherland to adopt resolution R-17-05 approving Development and Final Stage Planned Unit Development and Preliminary and Final Plan for a Subdivision entitled Wright Neighborhood 4th Addition, within the City of Delano, Minnesota, with the conditions outlined above. Motion carried 5-0 by roll call vote.
C. Consider ordinance amendment to the City’s Floodplain Ordinance Section 2.2 referencing new flood plain insurance maps.

A. Discuss sump pump discharge into City streets.
Jon Sutherland discussed flooding and ice issues during the winters discussing areas along Maplewood and Woods Creek Drive and shown pictures of these areas that have ice buildup along the curb. Shawn Louwagie stated he will look at the areas of discussion then talk to homeowners if needed.
B. Discuss Fire Department Compensation.
The group discussed the current policy for Department compensation during training and conferences.
C. Discuss Landscape Structures donation.
Staff has yet to receive numbers from Landscape Structures on the potential Splash Pad installation in Delano.
D. Discuss request for an amendment to the Outdoor Music Ordinance.
Dave Carroll requested an amendment to the allowed times for outdoor music stating he would like to be able to play until 12:30 or 1am.
E. Discuss Boards and Commission Orientation.
Council set a date of Tuesday, March 28, 2017, for the orientation.
