Regular Meeting of the Board of Education
Independent School District 879,Delano Public Schools
The regular meeting of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Monday, Nov. 27, 2017, at Delano City Hall. The meeting was called to order by the chair at 5:45 p.m. with the following members in attendance: Johnson, Seguin, Depa, Milano, Black, Seguin and Briesemeister. Absent: None.
APPROVAL OF MEETING AGENDA (approved unanimously)
The agenda was approved after one item, the Facility Use Procedures Manuel, was added.
WORK SESSION
Board reviewed discussion items: the DMS LLCC field trip, an update from the POC Committee, a resolution designating a polling place, board protocol documents, district representation on Spirit of Community Commission, social after the December school board meeting, and usage fees.
PROGRAM REVIEW
Auditor’s report – Janel Bitzan, Bergan KDV; and World’s Best Workforce report – Joe Vieau, Director of Teaching and Learning.
CONSENT AGENDA (approved unanimously)
Board approved the regular meeting minutes of 10/23/17, and special meeting minutes from 11/13/17. It also approved the current budget status with year-to-date adjustments, investment transactions, construction bond investment transactions, wire transfers, Minnesota Liquid Asset fund, cash report, revenue and expense fund totals, expense reports and disbursements.
RESOLUTION OF ACCEPTANCE OF GIFTS (approved unanimously)
PERSONNEL (approved unanimously)
Board approved retirements/resignations/terminations, recommendations of employment and contract changes, including:
Retirements/Resignations/Terminations: CHS cheerleading coach. Recommendations of Employment: 7th grade basketball coach, JV gymnastics coach, TKC student aide (2), CE 5th/6th grade tackle football coach, TAC monitor, TAC event worker, 8th grade girls basketball coach, JV girls hockey coach, substitute health office professional (2), DHS long-term sub, DES SOAR program paraprofessional, TAC supervisor, Youth Rec. Camp assistant, head baseball coach, JV girls hockey coach, Tiger Track and Field fall clinic supervisor, JV girls basketball coach, paraprofessional/extra-curricular support, food service substitute, CE Tiger Soccer Camp Assistant (2), JV boys hockey coach, TAC event worker (2). Contract Changes/Approvals/Position Changes: One employee moving from 4.75 hours per day to 5.75 hours per day, 2017-2019 volunteer coordinator contracts for two employees. Lane changes: None. Leaves of Absence: CE cook, ECSE paraprofessional.
ADMINISTRATIVE AND BOARD REPORTS
Board heard the following administrative reports: Superintendent Schoen reported on the open house for the high school entrance and the 2018-19 school year calendar. B. Voight reported on the relocation of the middle school office and an upcoming public information meeting on the intermediate school. S. Heil reported on the PSAT and ACT tests, as well as AP test results. D. Schuler introduced DES physical education staff, who provided an update on their curriculum. M. Reeder reported on the Truth in Taxation meeting in December. D. Johnson reported on Old Fashioned Christmas, the relocation of the TAC desk and various activities. Board heard reports from: Student representatives, MAWSECO, Wright Technical Center, the District Advisory Committee and the Professional Development Committee.
NEW BUSINESS (approved unanimously)
Approved the first read of Policy 534, Unpaid Meal Charges. Approved the Facility Use Procedures Manual.
The meeting adjourned at 8:42 p.m. The preceding is a summary of the unofficial minutes. Notice is hereby given that a Township Election in the Town of Franklin, County of Wright, State of Minnesota will be held on Tuesday, March 13, 2018.
Absentee voting for the above election will be available at the Wright County Auditor’s Office, 10 2nd Street NW, room 230, Buffalo, MN 763 682 7578, from February 9 through Friday, March 9, 2018. Normal office hours are 8:00 am – 4:30 p.m. On Saturday March 10, the County Auditor will be open from 10:00 am to 3:00 pm and will stay open on Monday, March 12, until 5:00 p.m. The County offices are closed Monday, February 19 for Presidents Day.

RESOLUTION 2017-33

A RESOLUTION APPROVING PUBLICATION OF ORDINANCE NO. 2017-05 BY TITLE AND SUMMARY
WHEREAS, on December 12, 2017, the City Council of the City of Loretto adopted Ordinance No. 2017-05 amending fees for services; and
WHEREAS, the ordinance is several pages in length; and
WHEREAS, Minnesota Statutes Section 412.191, subd.4 allows publication by title and summary in the case of lengthy ordinances upon a vote of 4/5 of the city council; and
WHEREAS, the City Council believes that the following summary would clearly inform the public of the intent and effect of the ordinance.
NOW THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF LORETTO:
1. Title and Summary of Ordinance. The City Council of the City of Loretto has adopted Ordinance No. 2017-05 “An Ordinance Amending Fees for City Licenses, Permits and Services’, which makes changes to the fees and charges of the City including for park use field rentals, sewer, organics recycling and building permits.
2. The City Clerk is directed to publish the above title and summary in lieu of publication of the entire ordinance; and
The City Clerk is directed to post a copy of the entire text of Ordinance No. 2017-05 on the City Hall bulletin board and at the Loretto Post Office for a period of not less than thirty (30) days. In addition, a printed copy of Ordinance No. 2017-05 is available for inspection by any person during regular office hours at Loretto City Hall.
