TRUTH IN TAXATION
The City Council of the City of Independence will be holding a special meeting on Tuesday, December 4 at 6:00 p.m. prior to the regularly scheduled City Council meeting. This meeting will be held in the Council Chambers at the Independence City Hall, Independence, MN 55359. The purpose of the meeting is to discuss the budget and levy, and the final budget and levy determined. The public is welcomed to attend.

A. Consider Resolution reordering improvements for McKinley Parkway and Utility Improvement Project
Motion by Moran, seconded by Franzen to adopt resolution reordering improvements for McKinley Parkway and Utility Improvement Project; motion carried 4-0 by roll call vote.
B. Discuss FEMA Floodplain modification process
Louwagie discussed progress by FEMA and the MN DNR regarding new floodplain maps, and the opportunity for the City to get credit for the levee, which is currently not factored into the new floodplain.
C. Discuss administrative support software upgrade
Bloch presented the initial proposal for new administrative support software since the current software is not technologically adequate. Bloch said that he can plan to budget the expense for the software in the capital improvement plan for 2019, with the start up scheduled for January 1, 2019.
D. Discuss youth in government program
Hagenau shared that after the recent League of Minnesota Cities conference, there was interest from the City Council in developing a youth in government program. Responsibilities would include attending two meetings each month and lead a project which benefits the youth in Delano.
E. Discuss zoning/code enforcement process
Kern noted that with the recent uptick in building permits, the Building Department staff are currently experiencing a higher workload and unable to stay on top of zoning and code enforcement. Staff and the City Council have discussed hiring additional staff to fill this need, possibly in partnership with the City of Watertown.

As part of the new lease agreement with Wright County Soccer, the City is responsible to replace the roof on the building and purchase new turf. Staff recommend installing an R-30 roof, which will create additional insulation.

Mayor Graunke called the regular meeting of the Delano City Council/Economic Development Authority of Tuesday, October 16, 2018, to order at 7:00 p.m.

Motion by Jon Sutherland, seconded by Jason Franzen to adopt resolution approving the PUD single-family residential subdivision concept plan for County Road 30 Properties within the City of Delano; motion carried 4-0 by roll call vote.
B. Consider request from Laketown Homes for a concept plan review for a project site consisting of 68.11 acres along County Road 16.
Motion by Jason Franzen, seconded by Jon Sutherland to authorize a traffic study for County Road 16; motion carried.
