5:00 PM NONCERTIFIED NEGOTIATIONS, NOVEMBER 15, 2017 BOARD ROOM
In partnership with our communities, Dassel-Cokato Public Schools will provide all learners opportunities designed to maximize their potential and promote lifelong learning.
Pursuant to due call and notice thereof, a special meeting of the Board of Education of Independent School District No. 466 (Dassel-Cokato, Minnesota) was duly held in the Dassel-Cokato Board Room, Cokato, Minnesota, on Wednesday, November 15, 2017.
Clemen called the meeting to order at 5:00 PM.
The following members were present: Clemen, Engh and Nelson. The following were absent: none.
The meeting began with the pledge of allegiance.
The Noncertified Committee reviewed written proposals and met with groups / individuals.
The next meeting date was set for December 12, 2017 at 6:00 pm.

Pursuant to due call and notice thereof, a regular meeting of the Board of Education of Independent School District No. 466 (Dassel-Cokato, Minnesota) was duly held in the Dassel-Cokato Board Room, Cokato, Minnesota, on Monday, November 27, 2017.
Clemen called the meeting to order at 6:00 PM.
The following members were present: Aho, Clemen, Sangren, Nelson, Engh and Bender. The following were absent: None
The meeting began with the pledge of allegiance.
Motion by Nelson, seconded by Sangren, accepting the agenda as presented. Motion carried unanimously.
Sara Cronk, daughter of Kenneth and Elizabeth Cronk of Dassel, was presented with the October Russell A. Johnson Courtesy and Respect Award.
Motion by Aho, seconded by Bender, approving payment of bills as presented including payroll, hand payables and contingency totaling $2,125,620.32. Motion carried unanimously. (A complete list of bills is available from the District Office for review.)

Business Manager’s Report: Business Manager Palmer reported expenditures are in line with budget through the end of the fifth month of the fiscal and also reviewed the investment report with the board.
Student Representative’s Report – Student Rep Kivisto reported on academic and extracurricular activities

Superintendent’s Report – Powers reported on activities and daily happenings in the high school.
Facilities Sub-Committee – Bender reported on an upcoming meeting with a MSBA rep.

Motion by Aho, seconded by Bender, approving all consent items, which included approval of the minutes from the October 23, 2017 Regular Board Meeting, November 1, 2017 Subcommittee Meeting Certified, November 13, 2017 Special Board Meeting, November 15, 2017 Subcommittee Meeting Noncertified and November 20, 2017 Subcommittee Meeting Certified.Approval of the wire transfers made on October 24th for $150,000, October 31st for $650,000, November 10th for $150,000, and November 15th for $525,000. Personnel items approved: Employment of Melody McConkey as a High School Paraeductor effective
11/17/2017, Employment of Sarah Sims as a Cokato Elementary Title I Paraeducator effective 12/4/2017, Assignments of Bethany Mayfield as the boys diving coach, TJ Anderson as junior high wrestling coach, Vinne Pokornowski as junior high wrestling coach, Ryan Weinandt as junior high wrestling coach, Drumline Instructors: Elise Borman, Jordon Goebel, Sydnie Waldner, Andrew Dussl, Bryan Borg and Brian Veith, and Beth Keskey as a junior high speech coach, Termination of employment due to assigned student leaving of Jung-ah Sombke as a Dassel Elementary special needs paraeducator effective 10/30/2017, Approve the list of Winter 2017-18 Community Education Instructors, Approval of up to 6 weeks FMLA Leave for Kayla Tessmer beginning approximately April 9, 2018 through May 18, 2018, Assignment of Sandy Stertz as a 6th grade long term sub teacher for the remainder of the school year. Acceptance of Donations From: Bryan Borg – marching band drum stands to the music program, Sharon Ferguson – instruments to the music program, Dairy Queen of Cokato - $343.50 to Dassel Elementary, Dairy Queen of Cokato - $343.50 to Cokato Elementary, Cokato Legion Post No. 209 - $200 to the school safety patrol, DC Music Boosters - $110 for drumline props, DC Music Boosters - $1,500 for chamber choir attire, DC Charger 3 on 3 - $3,500 to the boys basketball program, DC Youth Trust, Inc. - $1,000 to High School student support fund. Motion carried unanimously.
Motion by Nelson, seconded by Bender approving an out of state trip to Decorah, Iowa for Honor Choir. Motion carried unanimously.
Motion by Bender, seconded by Aho, approving an out state trip for DECA to Omaha, Nebraska. Motion carried unanimously.
Motion by Bender, seconded by Sangren, certifying the July 1, 2017 through June 30, 2019 contract between ISD 466 and the Dassel-Cokato Education Association. The terms of the agreement include: increases on the salary grid of 1.25% year one and 1.25% year two, increase to schedule C of 1.25% year one and 1.25% year two, an increase of $276 to the single health insurance cap in year two and $1,284 to the family health insurance cap in year two, an increase of $28 per month to the dental insurance cap, a $100 increase to 403b match, addition of five new schedule C positions, salary increases to two others, and an additional $250 to head coaches pay. Minor language changes were also made to the agreement. Motion carried unanimously with Clemen abstaining.
Motion by Nelson, seconded by Engh, certifying the following July 1, 2017 through June 30 2019 contracts:
Building & Grounds Supervisor: The terms of the agreement include an increase of 1.75% on the salary schedule in year one and year two, a $36 increase to the dental insurance cap, a $250 increase to the Health Care Savings Plan contribution, and an increase to the weekend boiler/building check rate.
Type III Driver’s: The terms of the agreement include an increase of 1.75% on the salary schedule in year one and year two.
HR/Payroll Coordinator: The terms of the agreement include an increase of 2% on the salary schedule in year one and year two, a $336 increase to the dental insurance cap, a $250 increase to 403b match in year one and year two, a new Health Care Savings Plan contribution of $1,500 and changes to vacation language.
Technology Coordinator: The terms of the agreement include an increase of 1.5% on the salary schedule in year one and year two, a $200 increase to the health insurance cap, and a new Health Care Savings Plan contribution of $1,500.
Help Desk Analyst’s: The terms of the agreement include an increase of 1.5% on the salary schedule in year one and year two, a $204 increase to the dental insurance cap, a $700 increase to the health insurance cap in year one and $200 increase in year two.
Lead Bus Maintenance Worker:The terms of the agreement include an increase of $2 an hour in year one.
Business Manager:The terms of the agreement include an increase of 2% on the salary schedule in year one and year two, a $250 increase to 403b match, a $250 increase to Health Care Savings Plan contribution and an increase to health savings account contribution of $175 in year one and $200 in year two.
Computer Technician:The terms of the agreement include an increase of 1.5% on the salary schedule in year one and year two, a $204 increase to the dental insurance cap, a $700 increase to the health insurance cap in year one and $200 increase in year two.
Lead Groundskeeper: The terms of the agreement include an increase of 1.5% on the salary schedule in year one and year two.
Motion carried unanimously.
Motion by Aho, seconded by Engh, approving the 2017-18 Teacher Seniority List. Motion carried unanimously.
The board moved the December regular board meeting to December 18, 2017 at 6:00 PM.

Clemen called the meeting to order at 5:00 PM.

The board discussed operating costs for the potential multi-purpose building. More information is needed.
Business Manager Palmer began the Truth in Taxation presentation at 6:04.

Motion by Aho, seconded by Nelson, approving all consent items, which included approval of the minutes from the November 27, 2017 Regular Board Meeting, December 11, 2017 Special Board Meeting, December 12, 2017 Subcommittee Meeting Certified. Approval of the wire transfers made on November 28th for $100,000, November 30th for $700,000, December 8th for $100,000 and December 11th for $100,000.
Personnel items approved: Approval of the revised list of Winter 2017-18 Community Education Instructors/Coaches and Assignment of David Rostomily as a full time custodian effective 12/29/2017. Acceptance of Donations From: Gymnastics Boosters – $1,700 for additional coaches, DC Football Boosters – $1,900 for additional coaches, DC Volleyball Boosters - $731.50 for team travel to Brainerd, Dairy Queen of Cokato - $274 to Cokato Elementary, Dairy Queen of Cokato - $274 to Dassel Elementary, DC Wrestling Booster Club - $40 for wrestling uniforms, B&P Drywall & Construction LLC - $2,404.71 for wrestling uniforms, DC Music Boosters - $2,138 for drumline fees, Kensington Bank - $125 (undesignated), MN Historical Society - $700 for Middle School field trip transportation (applied for by TJ Anderson). Motion carried unanimously.
Motion by Bender, seconded by Nelson, approving a resolution to fully fund special education services focused on Minnesota funding. Motion carried unanimously.
Motion by Aho, seconded by Engh, approving a resolution to fully fund special education services focused on federal funding. Motion carried unanimously.
Motion by Sangren, seconded by Nelson, approving a resolution for the purchase and exchange of school trust lands in the Boundary Waters Canoe Area Wilderness proceeding in tandem. Motion carried unanimously.
Motion by Engh, seconded by Aho, ratifying the following July 1, 2017 through June 30 2019 contracts: Paraeducators Association: The terms of the agreement include an increase of 1.5% on the salary schedule in year one and 1.25% in year two, an additional discretionary day for paraeducators on Step III and increase the substitute pay to $12.00 per hour effective 1/1/2018.
CDL Bus Drivers: The terms of the agreement include an increase of 2.5% on the CDL regular route pay in year one and year two, an increase of 1.5% on the hourly rates for year one and year two, an increase to longevity pay and the attendance bonus and one additional discretionary day. Motion carried unanimously.
Motion by Nelson, seconded by Bender, certifying the 2017 payable 2018 Levy at the maximum level of $2,806,446.47. Motion carried unanimously.
Motion by Aho, seconded by Sangren, establishing combined polling places for multiple precincts and designating hours during which the polling places will remain open for voting for school district elections not held on the day of a statewide election. Motion carried unanimously.
Motion by Bender, seconded by Nelson, approving a Varsity Speech Team Extended Out of state trip request to Boston, Massachusetts. Motion carried unanimously.
