Regular Meeting of the Board of Education
Independent School District 879, Delano Public Schools
The regular meeting of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Monday, Jan. 28, 2019, at Delano City Hall. The meeting was called to order by the chair at 5:45 p.m. with the following members in attendance: Larson, Black, Seguin, Briesemeister Johnson, Rosenow and Depa (who arrived at 5:49 p.m.). Absent: None.
APPROVAL OF MEETING AGENDA (approved unanimously)
WORK SESSION
Board reviewed discussion items: policy review, 2018-19 strategic plan work plans, license agreement with the city regarding the fiber run to the Community Education building, a PAC sponsor advertising request, MSBA conference debrief and committee reports.
PROGRAM REVIEW
Board heard an activities update from Activities Administrator Ryan Tool.
CONSENT AGENDA (approved unanimously)
Board approved the current budget status with year-to-date adjustments, investment transactions, construction bond investment transactions, wire transfers, Minnesota Liquid Asset Fund, cash report, revenue and expense fund totals, expense reports and disbursements.
RESOLUTION OF ACCEPTANCE OF GIFTS (approved unanimously)
PERSONNEL (approved unanimously)
Board approved retirements/resignations/terminations, recommendations of employment and contract changes, including:
Retirements/Resignations/Terminations: ECFE teacher, DHS math teacher, 7-8 track coach, high school one act play director, DHS custodian. Recommendations for Employment: JO volleyball coach (5), gymnastics coach, Homebound teacher, Tiger Future Soccer Stars Camp assistant, DES long-term substitute, one act play director, part-time custodian, DHS mathematics teacher, DHS paraprofessional, TKC high school aide, JO volleyball director.
ADMINISTRATIVE AND BOARD REPORTS
Board heard the following administrative reports: Superintendent Schoen shared information about the work plans in each of the four areas of the strategic plan. B. Voight shared about planning for next year, site base activities and I Love To Read Month events. S. Heil shared about the new COMPASS class, a new special education class, upcoming surveys, and a new AED unit. D. Schuler shared about survey feedback, conferences, the “Daring Leadership” program and I Love To Read Month. M. Reeder reported that work is underway on the Fiscal Year 20 budget, and a new budget projection model. D. Johnson shared about Delano United events, PAC movies, pre-K classes and activities. Board heard reports from: student board representatives, MAWSECO, Wright Tech Center, Professional Development and SEE.
NEW BUSINESS (approved unanimously)
Board approved the first and only read of Policy 418 - Drug-Free Workplace/Drug-Free School, Policy 423 - Employee-Student Relationships, Policy 427 - Workload Limits for Certain Special Education Teachers, and Policy 511 - Student Fundraising, due to non-substantive and/or legal reference changes; and the first read of policies 203.2 - Order of the Regular School Board Meeting, 203.6 - Consent Agendas, 205 - Open Meetings and Closed Meetings, 206 - Public Participation in School Board Meetings/Complaints About Persons at School Board Meetings and Data Privacy Considerations, 505 - Distribution of Nonschool-Sponsored Materials on School Premises By Students and Employees, and 510 - School Activities, due to substantive and legal reference changes.

The regular meeting of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Monday, Feb. 25, 2019, at Delano City Hall. The meeting was called to order by the chair at 5:48 p.m. with the following members in attendance: Larson, Seguin, Briesemeister Johnson, Rosenow and Depa (who arrived at 5:56 p.m.). Absent: Black.
APPROVAL OF MEETING AGENDA (approved unanimously)
WORK SESSION
Board reviewed discussion items: policy review, Fiscal Year 20 planning process, March board listening session and committee reports.
PROGRAM REVIEW
Board heard a presentation from Dianne Pohlmann’s first-grade class for I Love To Read Month.
CONSENT AGENDA (approved unanimously)
Board approved minutes from Jan. 7 and Jan. 28, and the current budget status with year-to-date adjustments, investment transactions, construction bond investment transactions, wire transfers, Minnesota Liquid Asset Fund, cash report, revenue and expense fund totals, expense reports and disbursements.

Board approved retirements/resignations/terminations, recommendations of employment and contract changes, including:
Retirements/Resignations/Terminations: DIS cook, DHS cook, head cheer coach, TKC program lead. Recommendations for Employment: TKC program assistant substitute, spring musical vocal director (2), Community Education administrative assistant long-term sub, dish machine operator, spring musical pit director, spring musical assistant director, spring musical set construction, MS track and field coach (2), ARC lifeguard, DIS food service worker, DHS custodian. Contract Changes/Approvals/Position Changes: Dish machine operator to food service cook, MOA: part time custodians.
ADMINISTRATIVE AND BOARD REPORTS
Board heard the following administrative reports: Superintendent Schoen shared about feedback gathered regarding the strategic plan, the governor’s budget proposal, school safety, and thanked board members for their service. B. Voight shared about I Love To Read Month events and the DIS site improvement plan. S. Heil shared about the speaker for Suicide Prevention and Awareness Day, The Sheridan Program, congratulated Gretchen Wuerger on being a National Merit Scholar Finalist, and the third quarter extension. D. Schuler shared about the upcoming concert, the kindergarten diaper drive, Kindergarten Round-Up, the author-illustrator residency, Paraprofessional Week and Bus Driver Appreciation Day. M. Reeder reported that the 2018-19 mid-year review shows the district budget is on track, and planning for future years is underway. D. Johnson shared about Delano United events, new registration software, the preschool realignment and PAC movie days. Board heard reports from: student board representatives, Wright Tech Center, Professional Development and the District Advisory Committee.
OLD BUSINESS (approved unanimously)
Board approved the second read of policies 203.2 - Order of the Regular School Board Meeting, 203.6 - Consent Agendas, 205 - Open Meetings and Closed Meetings, 206 - Public Participation in School Board Meetings/Complaints About Persons at School Board Meetings and Data Privacy Considerations, 505 - Distribution of Nonschool-Sponsored Materials on School Premises By Students and Employees, and 510 - School Activities, due to substantive and legal reference changes.
NEW BUSINESS (approved unanimously unless otherwise noted)
Board approved a license agreement with the City of Delano, a robotics trip to North Dakota, a PAC sponsor advertising request (5-1, Briesemeister voting nay), the 2019-20 school calendar, the first and only read of policies 204 – School Board Meeting Minutes, and 207 – Public Hearings, due to non-substantive and legal reference changes; and the first read of policies 401 - Equal Employment Opportunity, 419 - Tobacco-Free Environment, 421 - Gifts to Employees and School Board Members, 504 - Student Dress and Appearance, 604 - Instructional Curriculum, due to substantive and legal reference changes.
