MINUTES
Regular Meeting of the Board of Education
Independent School District 879, Delano Public Schools
The regular meeting of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Monday, May 20, 2019, in the Delano High School Media Center. The meeting was called to order by the vice chair at 5:45 p.m. with the following members in attendance: Seguin, Black, Johnson, Rosenow, Depa and Briesemeister. Absent: Larson.
APPROVAL OF MEETING AGENDA (approved unanimously)
WORK SESSION
Board reviewed discussion items: DES and DIS student handbooks, K-4 language arts curriculum, Community Ed. census resolution, policy review, FY20 preliminary budget, FY20 meal prices, long-term facilities maintenance 10-year plan, and reports from the student board representatives, finance committee and project oversight committee.
PROGRAM REVIEW
Board heard a presentation from DHS Principal Dr. Steve Heil about SciTech.
CONSENT AGENDA (approved unanimously)
Board approved minutes from April 22, and the current budget status with year-to-date adjustments, investment transactions, construction bond investment transactions, wire transfers, Minnesota Liquid Asset Fund, cash report, revenue and expense fund totals, expense reports and disbursements.
RESOLUTION OF ACCEPTANCE OF GIFTS (approved unanimously)
PERSONNEL (approved unanimously)
Board approved retirements/resignations/terminations, recommendations of employment and contract changes, including:
Retirements/Resignations/Terminations: DHS special education teacher, fifth-grade teacher, gifted and talented coordinator, TKC student aide (3), DES custodian, JV girls soccer coach, CE vocal instructor, DIS special education teacher (2), DES paraprofessional, DHS Student Council advisor, DES food service worker. Recommendations for Employment: ARC lifeguard. Contracted New Hires: DHS Spanish teacher, school social worker, DES PE/DAPE teacher, DHS math teacher, fifth-grade teacher, ESY teachers (6), ESY paraprofessionals (18). Contract Changes/Approvals/Position Changes: Food service administrative assistant hours adjustment; MOA for DHS counselor.
ADMINISTRATIVE AND BOARD REPORTS
Board heard the following administrative reports: Superintendent Schoen shared an update on the strategic plan process and developments in the Legislature. B. Voight thanked John Bingea for his years of service, and reported on the Long Lake Conservation Center trip, track and field days and SpringFest. S. Heil reported on graduation preparations, the finals schedule, a tour for sixth-graders and Spring Fling. D. Schuler shared about efforts to align kindergarten and pre-K education, FAST testing, track and field days, and recognized retirees. M. Reeder reported that the fiscal year budget and updated long-term facilities maintenance plan would be presented to the board for approval soon. D. Johnson reported on new registration software and the new website, building cleaning and re-arranging, diversity efforts, the successful Tough a Truck event, ECFE and preschool, Tiger Activity Center hours and Performing Arts Center usage. Board heard reports from: student board representatives, MAWSECO, Wright Tech Center and the District Advisory Committee.
OLD BUSINESS (approved unanimously)
Board approved the second read of policies 414 – Mandated Reporting of Child Neglect or Physical or Sexual Abuse, and 601 – Goals and Objectives of the Education Program, due to substantive and legal reference changes.
NEW BUSINESS (approved unanimously)
Board approved the amended 2018-19 school calendar, bread quotes for 2019-20, meal prices for 2019-20, DHS Student Handbook for 2019-20, MOA regarding the last duty day of the 2018-19 school year, list of surplus items to be sold or recycled; and the first and only reads of policies 210 – Conflict of Interest-School Board Members, 212 – School Board Member Development, and 415 – Mandated Reporting of Maltreatment of Vulnerable Adults, due to non-substantive and legal reference changes. The board also approved the first read of Policy 209 – Code of Ethics, due to substantive and legal reference changes.
