3. Special Order of Business
A. Interview and appoint candidates for various boards and commissions.
Motion by Betsy Moran, seconded by Jon Sutherland to reappoint Jonathon Werth and appoint Jessie Kock to three-year terms to the Park and Recreation Commission, with terms expiring February 28, 2021; motion carried.
Motion by Holly Schrupp, seconded by Betsy Moran to reappoint Jeremy Clarke and appoint Wayne Bekkala to the Planning Commission. Reappoint Tracy Vetruba and appoint Dennis Deming to the Public Safety Commission. Appoint Mark Gaalswyk to the Water Light and Power Commission. These five appoints will be for three-year terms expiring February 28, 2021; motion carried.
Motion by Betsy Moran, seconded by Holly Schrupp to direct staff to advertise for the remaining two vacancies on the Spirit of Community Commission and Water Light and Power Commission; motion carried.
B. Appoint Council Liaisons for various boards and commissions.
Motion by Betsy Moran, seconded by Jon Sutherland to appoint councilmembers as liaisons to the following boards and commissions: Park and Recreation Commission – Jon Sutherland; Planning Commission – Dale Graunke; Public Safety Commission – Betsy Moran; Spirit of Community Commission – Dale Graunke; Fire Relief Association – Holly Schrupp; Highway 12 Safety Coalition – Dale Graunke; School Subcommittee – Dale Graunke and Betsy Moran; Senior Center Advisory Board – Dale Graunke; Wright County Area Transportation – Jason Franzen; motion carried.
C. Discuss Council travel and conference policy.
Phil Kern presented the proposed travel and conference policy for Council review. The City of Delano has a out of state travel policy and this policy would be for in-state travel for council and staff. Council agreed with the policy; Staff will have the City Attorney review and bring back at a later date.
D. Discuss citizen submission for tobacco ordinance.
Council reviewed a resident request to limit tobacco sales to anyone under the age of twenty-one; this would include vaping. Council discussed the proposed restriction and decided not to pursue any further.
E. Discuss downtown parking.
Council briefly discussed the availability of parking within the downtown. Crews have striped River Street to maximize parking along the corridor. Staff is looking for discussion on striping along Bridge Avenue, Second Street and Railroad Avenue.
F. Discuss emergency management plan.
Bob Van Lith stated staff has been working on updating the current emergency management plan. Council further reviewed the plan and recommended approval.
G. Approve temporary liquor license for St. Maximillian Kolbe for Saturday, February 16, 2019.
Motion by Holly Schrupp, seconded by Betsy Moran to approve temporary liquor license for St. Maximillian Kolbe for Saturday, February 16, 2019; motion carried.
H. Motion to hire part-time staff at Delano Wine and Spirits.
Motion by Holly Schrupp, seconded by Jason Franzen to hire Larry Tester as part-time staff at Delano Wine and Spirits; motion carried.

A. Review draft 2019 goal setting retreat report
Phil Kern stated the public presentation for the goal setting session is scheduled for next Tuesday and request formal approval. Staff was hoping to briefly review the document to allow staff and council to comment. Kern reviewed the report stating once approved, Staff will then begin a work plan for the short-term goals.
B. Discuss alarm system at Central Park Concessions Building
Staff has discussed whether or not to install a fire alarm system. To protect the investment and in the event of an emergency, someone is required to call 911. If there is a fire in the building when someone isn’t there – then emergency personnel would not be called. Staff received a quote of $4,400 to install fire notification system which will require an addition $1,000 per year for monitoring.
C. Discuss youth liaison project and program
The group briefly discussed the proposed youth liaison project and the current program.
D. Discuss apparel/name badges for appointed officials
Staff discussed identification for commissioners and council while out at community events.
E. Discuss liquor ordinance
Staff is recommending lowering the costs from $500 down to $50 and believes this amount will cover staff time to issue the licenses.
F. Interview candidates for open board and commission positions
Motion by Holly Schrupp, seconded by Betsy Moran to appoint Adam Steffl to the Water, Light and Power Commission; motion carried.

Motion by Dale Graunke, seconded by Betsy Moran to create a subcommittee of City and Delano Municipal Utility Staff, Council and Water, Light and Power Commission members to further evaluation and research during the five-year termination period; motion carried.

City Administrator Phil Kern and General Manage Paul Twite updated the group on current projects and happenings within the departments. Discussion included Utilities building construction, residential development, land acquisition and cost of developments.

5. Reconvene for Special Meeting
The meeting was reconvened at 7:20 p.m.
A. Report from Delano Fire Department regarding capital purchases
General consensus is to get more information but they are on board. Matt stressed the truck is time sensitive, as to act quickly since it will take some time. Council talked about putting money down so they can begin designing the truck and then they can pay when they get the rest of the money that will be coming in.
B. Discuss proposed rental housing code
Consensus of the Council was to move forward with the proposed ordinance and discuss further at a public hearing in June. Notice will be sent out to all rental housing units within the community and notices will be published in the paper.
C. Discuss infrastructure rate study
Phil Kern reviewed the current infrastructure fees for development applications within the City of Delano; staff is recommending further review of these fees to ensure the rates are competitive with surrounding communities.
D. Discuss Senior and Community Services Coordinator position
Nick Neaton has filled the Senior and Community Services Coordinator position since 2014. Staff is proposing to expand his current roll to include oversight of the Heritage Center, continued growth/interaction with community groups, and other special projects related to municipal services that arise.
E. Discuss amendment to City Administrator employment contract
Motion by Betsy Moran, seconded by Jon Sutherland to authorize City Attorney to modify the City Administrator contract as discussed; motion carried.
F. Consider amendment to purchase agreement for 510 Railroad Avenue (This item may be closed and audio recorded for the purpose of real estate negotiations)
Motion by Holly Schrupp, seconded by Jason Franzen to enter into closed session for the purpose to discuss a purchase agreement for 510 Railroad Avenue; motion carried.
Motion by Jason Franzen, seconded by Holly Schrupp to exit out of closed session; motion carried.

Motion by Jon Sutherland, seconded by Jason Franzen to authorize the hiring of two full-time Team Lead positions within Delano Wine and Spirits; motion carried.
C. Discuss 2020 Street Improvement Project and update on potential project areas
Shawn Louwagie recapped previous discussions regarding the upcoming 2020 Street Improvement Project; previously, the Council had felt the area of construction would be north of town near Central Park. With the spring thaw, some roads within the City have been severely damaged.
D. Update on 2019-2020 Goals and Objectives
Phil Kern stated staff is working on work plans for the 2019 and 2020 short-term goals as discussed at the staff retreat this spring.
Goal No. 1: Promote lifecycle housing. Staff has been working on a fees study and the rental housing ordinance will be reviewed and discussed at a public hearing in June.
Goal No. 8: Create trail and sidewalk maintenance plan.. Staff will be recommending hiring Samson Streachek as a part-time temporary employee to complete an assessment of all sidewalks and walking trails throughout the City.
