MINUTES
Regular Meeting of the Board of Education
Independent School District 879, Delano Public Schools
The regular meeting of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Monday, July 22, 2019, at Delano City Hall. The meeting was called to order by the vice chair at 5:44 p.m. with the following members in attendance: Seguin, Black, Johnson, Rosenow, Depa and Briesemeister. Absent: Larson.
APPROVAL OF MEETING AGENDA (approved unanimously)
WORK SESSION
Board reviewed discussion items: facility usage manual, TAC membership rates, policy review, open enrollment resolution, board listening session and committee reports.
CONSENT AGENDA (approved unanimously)
Board approved minutes from June 24, and the current budget status with year-to-date adjustments, investment transactions, construction bond investment transactions, wire transfers, Minnesota Liquid Asset Fund, cash report, revenue and expense fund totals, expense reports and disbursements.
RESOLUTION OF ACCEPTANCE OF GIFTS (approved unanimously)
PERSONNEL (approved unanimously)
Board approved retirements/resignations/terminations, recommendations of employment and contract changes, including:
Retirements/Resignations/Terminations: TKC site supervisor, TKC classroom teacher, TKC classroom aide. Recommendations for Employment: Eighth-grade volleyball coach, Tiger Strength coach, DHS paraprofessional, long-term substitute teacher for kindergarten, JV boys soccer coach, drivers education classroom instructor, summer recreation field trip chaperone, ECFE substitute teacher, JV girls soccer coach, play director, musical director, volleyball camp coach. Contracted New Hires: Long-term substitute sixth-grade teacher, kindergarten teacher.
ADMINISTRATIVE AND BOARD REPORTS
Board heard the following administrative reports: Superintendent Schoen reported on strategic plan work plans, and thanked the board for his recent evaluation. M. Reeder reported on upcoming audit dates and preparations. D. Johnson reported on Community Ed. building work, the summer concert series, youth programs and use of the Performing Arts Center. Board heard reports from: MAWSECO.
OLD BUSINESS (approved unanimously)
Board approved the second reads of Policy 213 – School Board Committees, and Policy 215, Student School Board Representatives, due to substantive changes.
NEW BUSINESS (approved unanimously)
Board approved the Community Ed. handbook, a resolution limiting open enrollment, a MSHSL membership resolution; the first and only reads of the following policies due to non-substantive and/or legal reference changes: 205 - Open Meetings and Closed Meetings, 305 - Policy Implementation, 402 - Disability Nondiscrimination Policy, 423 -Employee-Student Relationships, 514 - Bullying Prohibition Policy, 523 - Policies Incorporated by Reference; the first read and only read of the following policies due to re-numbering and non-substantive changes: 701.2 - Fund Balances changing to 714, and 713 - Use of Credit and Procurement Cards changing to 749; and the first read of the following policies due to substantive changes: 302 – Superintendent, 304 - Superintendent Contract, Duties and Evaluation, 506 - Student Discipline, 713 - Student Activity Accounting, 750 - Post-Issuance Debt Compliance Policy.
The meeting adjourned at 7:21 p.m. The preceding is a summary of the unofficial minutes. Resolution approving summary publication of Ordinance No. O-19-04 and Ordinance No. O-19-05
Whereas, the City Council for the City of Delano, Minnesota adopted a lengthy ordinance adding Section 425.01, Licensing of Rental Housing to the Delano City Code; and
Whereas, the City Council for the City of Delano, Minnesota adopted a lengthy ordinance addition Section 426.01, Licensing of Short-Term Housing to the Delano City Code;
Whereas, as authorized by Minnesota Statutes, Section 412.191, Subd. 4, the City Council has determined that publication of the title and summary of the ordinances will clearly inform the public of the intent and effect of the ordinances; and
Whereas, a printed copy of both ordinances is available for inspection during regular office hours in the office of the City Clerk/Administrative Services Coordinator.
Now, therefore, be it resolved, that the following summaries of the ordinances are approved for publication:

The Rental Housing Ordinance generally sets forth the necessary procedures for the licensing process of long-term rental units within the City of Delano, Minnesota. The Rental Housing Ordinance establishes certain regulations governing the application process, fees, inspections and required licensing of long-term rental housing units within the City of Delano, Minnesota.

The Short-Term Rental Housing Ordinance generally sets forth the necessary procedures for the licensing process of long-term rental units within the City of Delano, Minnesota. The Rental Housing Ordinance establishes certain regulations governing the application process, general performance standards, fees, inspections and required licensing of short-term rental housing units

CITY OF INDEPENDENCE
The Planning Commission will hold a public hearing in the Council Chambers at 1920 County Road 90 on Tuesday August 20, 2019 at 7:30 p.m. to review the following request:
1. PUBLIC HEARING: Laura Dwyer (Applicant/Owner) requests that the City consider the following action for the properties located at 5215 and 5175 Sunset La. (PID No. 01-118-24-31-0002 and 01-118-24-42-0028) in Independence, MN:
a. A Minor Subdivision to consider a lot line rearrangement for the properties located 5215 and 5175 Sunset Ln. The lot line rearrangement would allow for a portion of the property currently attached to 5175 Sunset Ln. to be combined with 5215 Sunset Ln.

4. PUBLIC HEARING: Anita Volkenant (Applicant/Owner) requests that the City consider the following actions for the property located at 5835 Drake Drive, Independence, MN (PID No. 26-118-24-43-0006):
a. An amendment to the existing interim use permit previously granted on the property.
5. PUBLIC HEARING: A proposed text amendment to the City of Independence Ordinances as follows:
a. Chapter 5, Section 530.01, Subd. 3 Accessory Uses – Considering an amendment to the maximum height of an accessory structure. The City will discuss increasing the permitted height of detached accessory structures.
b. Chapter 5, Section 510.05, Definitions and 530 Zoning District Provisions – Considering an amendment to the several definitions relating to permitted land uses in various districts and to consider amendment of permitted, accessory and conditional land uses in each district.
