ADVERTISEMENT FOR BIDS
WASTEWATER LIFT STATION AND FORCEMAIN
CITY OF LORETTO, MN
Class of Work: Wastewater Infrastructure

NOTICE TO CONTRACTORS
Sealed Bid Proposals for work indicated above will be received by the City of Loretto, in the City Hall at 279 N Medina St, Loretto, MN 55357, until 10:00 AM, Tuesday, October 22, 2019, after which time such bids will be publicly opened and read aloud at the Loretto City Hall.
The work, in accordance with Drawings and Specifications prepared by Wenck Associates, Inc., 7500 Olson Memorial Highway, Suite 300, Golden Valley, MN 55427, consists of all labor, materials, tools, permits, bonds, machinery, equipment, and services including utility and transportation services necessary for construction of the wastewater lift station and forcemain. In general, Work consists of the following items:
• Install gravity piping connecting lift station to existing sanitary sewer piping
• Install influent flow metering manhole
• Construct lift station structure and valve vault
• Install new lift station pumps and controls
• Construct MCES flow meter station
• Construct new control building
• Install new forcemain and connect to existing forcemain
• Remove existing control building and flume structure
• Access road and retaining wall improvements
• Site grading and access improvements
• Site electrical improvements
• Fence removal and replacement
Each bid proposal shall be accompanied by a “Bid Security” in the form of a certified check made payable to the “CITY OF LORETTO” (OWNER) in the amount not less than five percent (5%) of the total bid, or a surety bond in the same amount, running to the OWNER, with the surety company thereon duly authorized to do business in the State of Minnesota. Such Bid Security to be a guarantee that the bidder will not, without the consent of the OWNER, withdraw his bid for a period of ninety (90) days after the opening of bids, and, if awarded a contract, will enter into a contract with CITY OF LORETTO; and the amount of the certified check will be retained or the bond enforced by the OWNER in case the bidder fails to do so. All bid securities except those of the three lowest bidders will be returned within five days after the opening of bids.
A contractor responding to this solicitation document shall submit to the city a signed statement under oath by an owner or officer verifying compliance with each of the minimum criteria in Minnesota Statutes, section 16C.285, subdivision 3. The term ‘responsible contractor’ as used in this solicitation document means a contractor as defined in Minnesota Statues, section 16C.285, subdivision 3. Any prime contractor or subcontractor that does not meet the minimum criteria in Minnesota Statutes, section 16C.285, subdivision 3 or fails to verify that it meets those criteria is not a responsible contractor and is not eligible to be awarded the construction contract for the project or to perform work on the project. A false statement under oath verifying compliance with any of the minimum criteria shall render the prime contractor or subcontractor that makes the false statement ineligible to be awarded a construction contract on the project and may result in termination of a contract awarded to a prime contractor or subcontractor that submits a false statement. A prime contractor shall submit to the city upon request copies of the signed verifications of compliance from all subcontractors of any tier pursuant to Minnesota Statues, section 16C.285, subdivision 3, clause 7. Refer to the contract documents for additional requirements associated with the Responsible Contractor Law.
Bid Proposals shall be submitted on forms furnished for that purpose. Bids shall be submitted in sealed envelopes with the following clearly inscribed on the outside: “Bid Proposal for: WASTEWATER LIFT STATION AND FORCEMAIN, CITY OF LORETTO.” No bidder shall withdraw his bid, without the consent of the OWNER, for a period of ninety (90) days after the date for the opening thereof. The OWNER, however, reserves the right to reject any or all bids and to wave any minor irregularities, informalities or discrepancies. A work history detailing qualifications and past experience shall be provided within 7 days if requested by OWNER.
A mandatory Pre-bid meeting is scheduled at the City of Loretto, in the City Hall at 279 N Medina St, Loretto, MN 55357, for September 26, 2019 at 10:00 AM. Attendance is mandatory for prime bidders.

Mayor Graunke called the regular meeting of the Delano City Council/Economic Development Authority of Tuesday, August 20, 2019, to order at 7:00 p.m.
2. Roll Call and Approval of Agenda
Members Present: Mayor Dale Graunke; Councilmembers Betsy Moran and Holly Schrupp
Members Absent: Councilmembers Jason Franzen and Jon Sutherland

Phil Kern recommended adding item 4I: Adopt Resolution R-19-22 designating the 2019 State Amateur Baseball Tournament as a community festival. Kern also clarified item 8A: Consider Resolution accepting grant funds from the State of Minnesota for the County Road 17 Floodwall Project had the incorrect supporting documents on the City website. The correct paperwork and resolution were given to the Council at the meeting.
Motion by Holly Schrupp, seconded by Betsy Moran to approve the agenda with additions; motion carried.
