MINUTES
Regular Meeting of the Board of Education
Independent School District 879, Delano Public Schools
The regular meeting of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Monday, Sept. 23, 2019, at Delano City Hall. The meeting was called to order by the vice chair at 5:55 p.m. with the following members in attendance: Seguin, Johnson, Rosenow, Depa. Absent: Black and Briesemeister.
APPROVAL OF MEETING AGENDA (approved unanimously)
WORK SESSION
Board reviewed discussion items: school bus company request, China trip, Q-Comp Program 2019-20, policy review, FY20 levy authorization process, open board position process update, committee reports.
PROGRAM REVIEW
The activities update by Ryan Tool was postponed until the Oct. 28 meeting.
CONSENT AGENDA (approved unanimously)
Board approved minutes from Aug. 26, and the current budget status with year-to-date adjustments, investment transactions, construction bond investment transactions, wire transfers, Minnesota Liquid Asset Fund, cash report, revenue and expense fund totals, expense reports and disbursements.
RESOLUTION OF ACCEPTANCE OF GIFTS (approved unanimously)
PERSONNEL (approved 3-0-1, with Johnson abstaining)
Board approved retirements/resignations/terminations, recommendations of employment and contract changes, including:
Retirements/Resignations/Terminations: Eighth-grade girls basketball coach, C team softball coach, DHS custodian, TAC supervisor, DES paraprofessional, DHS paraprofessional, JV girls hockey coach, DES paraprofessional, JV boys hockey coach, seventh- and eighth-grade annual advisor, HS math league assistant, ninth-grade boys basketball coach. Recommendations for Employment: Youth volleyball camp assistant (5), TKC high school aide (4), DIS paraprofessional (2), CE fitness instructor, DES recess paraprofessional (3), seventh- and eighth-grade annual advisor, TAC supervisor, math league assistant, DHS nurse, DES paraprofessional (2), Student Council advisor, ECFE parent educator, TKC program lead, TAC monitor. Contract Changes/Approvals/Position Changes: MOA – DHS day lead custodian, ECSE teacher .75 FTE to 1.0 FTE. Lane Changes: DIS music teacher, DES special education teacher, DHS language arts teacher, DES kindergarten teacher (2), DHS/DIS music teacher, DHS social studies teacher, DIS special education teacher, DES second-grade teacher (3), DES media generalist, DIS sixth-grade teacher. Leaves of Absence: preschool teacher, DES music teacher, DES administrative assistant.
ADMINISTRATIVE AND BOARD REPORTS
Board heard the following administrative reports: Superintendent Schoen reported on the beginning of the school year, two-hour late start information efforts and the first late start, and strategic plan work plans. B. Voight reported on standards-based grading meetings, Homecoming events, the first late start, and previewed the DIS site improvement plan. S. Heil reported on the Panorama survey, upcoming safety meetings, Kindness in Chalk, the upcoming visit by Jim Loewen, the PSAT and Unity Day. D. Schuler reported on Homecoming activities, Orientation Days and staff training, Bring Your Parent to PE Week, upcoming events and the departure of DES para Tammy Stern. M. Reeder reported on the recently completed audit. D. Johnson reported on fall registration, a new website, the upcoming “Elf” musical, the Jim Loewen event, early childhood courses, preschool numbers, the middle school play, and TAC memberships. Board heard reports from: MAWSECO, Wright Technical Center, Professional Development and SEE.
OLD BUSINESS (approved unanimously)
Board approved the second read of a number of policies due to substantive changes: Policy 419 - Tobacco-Free Environment; Possession and Use of Tobacco, Tobacco-Related Devices, and Electronic Delivery Devices; Policy 522 - Student Sex Nondiscrimination; Policy 532 - Use of Peace Officers and Crisis Teams to Remove Students with IEPs from School Grounds.
NEW BUSINESS (approved unanimously)
Board approved the 2019 Pay 2020 Proposed Property Tax Levy, set the date, time and location of the truth in taxation meeting for 7 p.m. Monday, Dec. 16, 2019, in the new Delano High School Media Center; approved the Annual Student Wellness and Policy 533 Compliance Report; the first and only read of Policy 403 - Discipline, Suspension and Dismissal of School District Employees, due to non-substantive and legal reference changes; and the first read of the following policies due to substantive changes: Policy 524 - Internet Acceptable Use and Safety Policy, Policy 603 - Curriculum Development, Policy 611 - Home Schooling, Policy 618 - Assessment of Student Achievement, Policy 624 - Online Learning Options.
