Tuesday, August 27, 2019 at 7 p.m.
1. Call to Order
Mayor Graunke called the special workshop of Tuesday, August 27, 2019, to order at 7:00 pm.
2. Roll Call
Members Present: Dale Graunke, Mayor; Councilmembers Betsy Moran, Holly Schrupp, Jason Franzen and Jon Sutherland

3. Special Order of Business
A. Discuss Fire Department Capital Needs
Bob Van Lith, and members of the Delano Fire Department, met with City Council to discuss the current and future needs of the Delano Fire Department and its vehicles.
B. Discuss 2020 Street and Utility Improvement Project
Wenck has performed an in-depth analysis of proposed improvements for three areas considered for a reconstruction project in 2020.
C. Discuss draft 2020 Budget and Tax Levy, and draft 2020-2024 Capital Improvement Plan
Brian Bloch reviewed his August 23, 2019, memo discussing the tax levy, CIP, and the revenue and expenditures that affect the tax levy.
D. Discuss potential sale of excess property along Highway 12
Phil Kern stated after the Highway 12 reconstruction, MnDOT placed a blanket easement over the properties abutting the highway. Council discussed the potential sale of these properties to abutting homeowners. Staff will investigate further.
E. Consider real estate negotiations on 125 Woodland Road
Council discussed the purchase price of the property and discussed next steps.

Motion by Betsy Moran, seconded by Jason Franzen to approve purchase agreement for 125 Woodland Road, Delano; motion carried.
C. Easement Agreement for Railroad Avenue East
Motion by Betsy Moran, seconded by Jon Sutherland to approve the easement agreement for Railroad Avenue East; motion carried.

Motion by Betsy Moran, seconded by Jason Franzen to approve the purchase of trailer jet for Public Works from Flexible Pipe Tool Company for $86,626.50; motion carried.
B. Review bids and authorize River Street Floodwall project to proceed
Motion by Holly Schrupp, seconded by Jason Franzen to authorize bids received from Redstone Construction for the River Street Floodwall project to include alternate three (anti-graffiti coating, arch surface finish-multi color, concrete texture – cut stone); motion carried.
9. City Strategy No. 4: Manage sustainable and planned growth
A. Consider request from Spike’s Feed, Seed and Pet Supply for a variance to allow a structure to exceed the maximum of 48-feet height requirements within the City of Delano’s I-2 General Industrial District
1. Adopt resolution approving structure height variances for Spike’s Feed, Seed and Pet Supply located at 511 Railroad Avenue, within the City of Delano, Minnesota
Motion by Holly Schrupp, seconded by Jason Franzen to adopt resolution R-19-27 approving structure height variances for Spike’s Feed, Seed and Pet Supply located at 511 Railroad Avenue, within the City of Delano, Minnesota; motion carried 5-0 by roll call vote.
B. Consider request from Lennar Homes for Final Plat of Highland Ridge 8th Addition
1. Resolution approving the final plat for Highland Ridge 8th Addition within the City of Delano, Minnesota
Motion by Jon Sutherland, seconded by Betsy Moran to adopt resolution R-19-28 approving the final plat for Highland Ridge 8th Addition, within the City of Delano, Minnesota; motion carried 5-0 by roll call vote.

Motion by Holly Schrupp, seconded by Betsy Moran to authorize staff to seek proposals for 125 Woodland Road; motion carried.

A. Discuss 2020 Preliminary Budget, Tax Levy, and 2020-25 Capital Improvement Plan
Brian Bloch read through his memo dated September 24, 2019, focusing on the remaining funds of the City that don’t require tax levies for support. Bloch reviewed special revenue funds, capital improvement funds, and enterprise funds.
B. Discuss Spirit of Community Commission recommendation regarding use of public spaces
Phil Kern updated Council on complaints received from various community members; specifically, an event in town that benefitted a church from another community and not within Delano. Council discussed the possibility of requiring a disclosure of where proceeds go to for each event.
C. Discuss Heritage Center Public Input Open House findings
Open houses were held on September 7 and 19; in addition, a online survey was conducted. Nick Neaton recapped a few findings of the outreach.
D. Review Heritage Center Building Quotes
Motion by Jon Sutherland, seconded by Jason Franzen to pursue an insurance claim on the Delano Heritage Building.
E. Discuss Street Reconstruction Project
Vince Vander Top reviewed the schedule for the 2020 Street Reconstruction Project and the procedures for televising sanitary sewer lines.
F. Discuss Granite Works Redevelopment
Phil Kern discussed a potential redevelopment proposal for the Granite Works site in downtown.
