Notice is hereby given that a Township Election in the Town of Franklin, County of Wright, State of Minnesota will be held on Tuesday, March 10, 2020.
Affidavits of Candidacy may be filed with the Town Clerk/Treasurer or Deputy Clerk/Treasurer at the Township Hall, 8735 County Road 16, SE, Delano, MN. Candidate filing period is Tuesday, December 31, 2019 through Tuesday, January 14, 2019 up until 5:00 p.m. for the office of:

City of Delano Special Workshop Summary MinutesCity Council/Economic Development AuthorityTuesday, October 29, 2019 at 7:00 p.m.
1. Call to Order
Mayor Graunke called the special workshop of Tuesday, October 29, 2019, to order at 7:00 pm.
2. Roll Call
Members Present: Dale Graunke, Mayor; Councilmember Betsy Moran, Holly Schrupp, Jason Franzen and Jon Sutherland
Also Present: Phil Kern, City Administrator; Paula Bauman, Administrative Services Coordinator
3. Special Order of Business
A. Discuss Delano Heritage Center
Phil Kern discussed the insurance claim on the property stating after more information was gathered it was found that the water shut off snapped off below the surface is the cause of the crack within the building. The League has re-opened the claim to be reconsidered.
B. Discuss Granite Works Redevelopment
Staff is working on a grant for funding for the project; this grant is due on February 1, 2020. Kern stated Council should expect the November workshop to be heavy on this discussion. Goal is to have concepts and housing study done by then.
C. Discuss Public Works winter positions
Phil Kern discussed current Public Works positions: On-Call Seasonal and Full-Time Seasonal.
D. Discuss Capital Improvement Plan Recommendations
Kern recapped discussions and potential projects in the coming years; those discussions included updating current park facilities and trails in town, development of new parkland and trail areas. Council reviewed the current 2019 and 2020 park dedication and discussed potential locations for outdoor skating areas.
E. Discuss 125 Woodland Road
Phil Kern reviewed the request for proposal regarding the property stating three groups submitted proposals. All three of the proposals are interested in a clean, completely demolished site. The City is slated to close on November 20, once in possession Staff would propose a complete demolition of the site. More information will be discussed at a later date.
F. Discuss Greywood Redevelopment Project
Phil Kern stated there is a developer who is interested in pursuing the Greywood project and discussed the projects current needs for access to the property in regards to local and collector streets and fees associated.
G. Discuss Electronic Sign policy and procedures
Paula Bauman stated this item was added to the agenda as a discussion item stating community use of the electronic sign.

There being no further business to discuss, the special workshop of Tuesday, October 29, 2019, was adjourned.

B. Pay Request for the West Metro Business Park project
C. Approve Brent Hennen to probationary firefighter status
D. Motion to hire part-time staff at Delano Wine and Spirits
E. Consider a reduction of the letter of credit (LOC) for Liberty Landing
F. Approve necessary agreements, licenses and request for road closure for the 2019 Old Fashioned Christmas event scheduled for Saturday, December 7, 2019
G. Motion authorizing the hiring of Temporary Seasonal Public Works Work position
H. Motion authorizing purchase of anti-ice system for Public Works
6. City Strategy No. 1: Provide comprehensive services to meet community needs
A. Sanitary sewer service televising quote results
Motion by Betsy Moran, seconded by Holly Schrupp to accept bids received for the sanitary sewer service televising for the 2020 Street Improvement Project and to award the bid to Diversified Infrastructure Services in the amount of $28,157; motion carried.

Motion by Holly Schrupp, seconded by Jon Sutherland to approve the City Claims as submitted; motion carried.
B. EDA Claims
Motion by Holly Schrupp, seconded by Jason Franzen to approve the EDA Claims as submitted; motion carried.

There being no further business to discuss, the regular meeting of the Delano City Council/Economic Development Authority of Tuesday, November 5, 2019, was adjourned at 7:45 p.m.
