Pursuant to due call and notice thereof, a special meeting of the Board of Education of Independent School District No. 466 (Dassel-Cokato, Minnesota) was duly held in the Dassel-Cokato Board Room, Cokato, Minnesota, on Monday, September 9, 2019.
Aho called the meeting to order at 6:00 PM.

The sub-committee negotiated with the Principals Association, Activities / Community Ed Director and Business Manager
Being no further business, the meeting adjourned at 8:35 PM.

UNOFFICIAL SCHOOL BOARD MINUTES I.S.D. #466, BOARD OF EDUCATION 6:00 SPECIAL BOARD MEETING, SEPTEMBER 16, 2019 BOARD ROOM
In partnership with our communities, Dassel-Cokato Public Schools will provide all learners opportunities designed to maximize their potential and promote lifelong learning.
Pursuant to due call and notice thereof, a special meeting of the Board of Education of Independent School District No. 466 (Dassel-Cokato, Minnesota) was duly held in the Dassel-Cokato Board Room, Cokato, Minnesota, on Monday, September 16, 2019.
Aho called the meeting to order at 6:00 PM.
The following members were present: Sangren, Grochow, Nelson, Bender, Engh and Aho. The following were absent: none.
Motion by Nelson, seconded by Sangren, approving the agenda as printed. Motion carried unanimously.
Motion by Bender, seconded by Engh, authorizing Superintendent Jeff Powers as the Identified Official with Authority for Identification Access Management.
The Minnesota Department of Education (MDE), Professional Educator Licensing Standards Board (PELSB), and Office of Higher Education (OHE) require annual designation of an Identified Official with Authority (IOwA) for each local education agency that uses the Education Identity Access Management (EDIAM) system. The IOwA is responsible for authorizing, reviewing, and recertifying user access for their local education agency in accordance with the State of Minnesota Enterprise Identity and Access Management Standard, which states that all user access rights to Minnesota state systems must be reviewed and recertified at least annually. The Identified Official with Authority will authorize user access to State of Minnesota Education secure systems in accordance with the user’s assigned job duties, and will revoke that user’s access when it is no longer needed to perform their job duties. The Director recommends the Board authorize add Jeff Powers Superintendent, jeff.powers@dc.k12.mn.us, Jeffreypowers (EDIAM User ID) to act as the Identified Official with Authority (IOwA) for add Dassel- Cokato I.S.D. #466.
Motion carried unanimously.
Paul Youngquist, of Architects Rego and Youngquist, presented information regarding community involvement with the bond development process.
Being no further business, the meeting adjourned at 7:34 pm.

Nelson called the meeting to order at 4:30 PM.

The sub-committee negotiated with the Paraprofessionals, 10 Month Secretaries, Transportation Coordinator, and Community Education Programs / Communication Coordinator.

NOTICE OF INTENT TO ISSUE FACILITIES MAINTENANCE BONDS TO FINANCE CERTAIN PROJECTS INCLUDED IN THE DISTRICT’S TEN-YEAR FACILITY PLAN
INDEPENDENT SCHOOL DISTRICT NO. 466
(DASSEL-COKATO) STATE OF MINNESOTA
NOTICE IS HEREBY GIVEN that the School Board of Independent School District No. 466, State of Minnesota (the “District”), adopted a resolution (the “Resolution”) on October 28, 2019, stating the intention of the School Board to issue general obligation facilities maintenance bonds (the “Bonds”) in the total principal amount of not to exceed $2,065,000 pursuant to Minnesota Statutes, Section 123B.595 and Chapter 475, as amended. The proceeds of the Bonds will be used to fund the costs of the following projects, and related financing costs:
• swimming pool repairs;
• parking lot repairs; and
• deferred maintenance projects at various school sites and facilities
The total amount of District indebtedness as of October 1, 2019, is $3,415,000. If these proposed Bonds were issued after that date, the total indebtedness of the District at that time would be $5,480,000.
