PUBLIC NOTICE
TO WHOM IT MAY CONCERN:
Notice is hereby given that the City Council of Lester Prairie, MN will meet in the council chambers of the City Hall, 37 Juniper Street N, Lester Prairie, MN 55354 at 7:00 p.m. on Monday, August 12, 2019, to consider the making of the 2020 Infrastructure Improvement Project, an improvement on Lincoln Avenue from Elm Street to Babcock Avenue (CSAH 1), Central Avenue From Cul-De-Sac to Babcock Avenue (CSAH 1), and Cedar Street from Lincoln Avenue to Central Avenue by street, trail, and municipal utilities, pursuant to Minn. Stat. §§ 429.011 to 429.111. The estimated cost of the improvement project is $1,416,400. A reasonable estimate of the impact of the assessment along with the methodology used to calculate individual assessments will be available at the hearing. Such persons as desire to be heard with reference to the proposed improvement will be heard at this meeting.

WRIGHT COUNTY BOARD OF COMMISSIONERS
AMENDED PUBLIC HEARING NOTICE
LAKE JOHN IMPROVEMENT DISTRICT
NOTICE IS HEREBY GIVEN, that the Wright County Board of Commissioners (County Board), on continued the public hearing on the establishment of a lake improvement district for Lake John in Wright County to August 20, 2019 at 9:30 a.m. This public hearing and discussion will take place in the Commissioners’ Board Room at the Wright County Government Center, 10 2nd St. NW, Buffalo, Minnesota.
A petition signed by a majority of the property owners in the proposed lake improvement district has been filed with the Wright County Auditor-Treasurer. That petition requests that the County Board order the establishment of a lake improvement district pursuant to Minnesota Statutes, Sections 103B.521 and 103B.535.
Proposed Name: Lake John Association LID.
Proposed Boundaries: The Petition proposes to include all properties within one hundred (100) feet of the shoreline of Lake John, the properties located in the Plats of Sunset Acres and Sunset Acres 2nd Addition, and the property identified with PID Number 217-014-000162. The Petitioners have supplied the County Board with a map showing the proposed boundaries. This map can be found on the county’s website.
Proposed Purposes And Programs: The proposed lake improvement district would undertake projects to address such water quality issues as weed control, phosphorus and clarity issues and aquatic invasive species. In doing so, they propose to work with Wright County and Wright Soil and Water Conservation District, as well as the Minnesota Department of Natural Resources.
Proposed Funding: It is proposed that the district be funded by a variety of sources, including federal and state grants, donations from private parties and foundations, and primarily through an assessment levied against those properties within the district. All methods of financing listed in Minnesota Statutes, Section 103B.555 would be considered. Any assessment or service charge collected via the property tax statements would not be collected until 2020 at the earliest.
The establishment of the proposed lake improvement district requires review by the Commissioner of Natural Resources and the approval of the Wright County Board. Concerned citizens may submit evidence at this public hearing held prior to the passage of any resolution establishing the proposed lake improvement district. Concerned citizens may also submit evidence and opinions to the Commissioner of Natural Resources. A copy of the petition is available for review on the county’s website. It can also be reviewed at the Wright County Administrator’s Office, Wright County Government Center, 10 2nd St. NW, Buffalo Minnesota, during normal business hours.

They are also available at any of the building exchanges. Plans will be available on or about 7/23/19.
Make bids in duplicate in exact accordance with the proposal form in the Project Manual, and sign in long-hand. No oral, telegraphic or fax bids will accepted or considered.
Submit with each bid a certified check or acceptable bidders’ bond payable to Wright County in the amount equal to five percent (5%) of the total bid.
All bids will be evaluated by the Owner, the Architect and the Construction Manager. The Owner reserves the right to accept any bid or reject any or all bids, or parts of such bids and waive informalities or irregularities in bidding. Successful bidders will be required to furnish satisfactory Labor and Material Payment Bond, Performance Bond, and Certificates of Insurance and a signed contract within 10 days of award of contract. No bidder may withdraw his/her bid for at least 30 days after the scheduled bid opening.
The schedule calls for breaking ground on September 16, 2019, with substantial completion in June of 2020. Work will be completed according to the schedule issued with the Construction Documents.
