Organizational Meeting of the Board of Education
Independent School District 879, Delano Public Schools
The organizational meeting of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Monday, Jan. 6, 2020, at Delano City Hall. The meeting was called to order by the chair at 7 p.m. with the following members in attendance: Johnson, Seguin, Black, Depa, Roeser and Rosenow. Briesemeister was absent.
ELECTION OF OFFICERS (approved unanimously)
The board elected L. Seguin as Chairperson, C. Black as Vice Chairperson, R. Depa as Clerk and A. Briesemeister as Treasurer.
APPROVAL OF MEETING AGENDA (approved unanimously)
ANNUAL DESIGNATIONS (approved unanimously)
Official Newspaper (Delano Herald Journal), School Board Compensation, School Attorneys, Memberships, Federal Grants, Authority to Make Electronic Fund Transfers, Designate Identified Official with Authority to Authorize User Access to MED Secure Websites, Signatures for Elementary Activity Fund, Prepayment of Bills, Official Depositories, School Board Regular Meeting Times and Dates for 2020 and Renewal of the Board Operating Protocol.

The meeting adjourned at 7:08 p.m. The preceding is a summary of the unofficial minutes. Mayor Graunke called the joint workshop of the Delano City Council/Economic Development Authority and Water, Light and Power Commission of Tuesday, December 10, 2019, to order at 6:00pm.

3. Special Order of Business
A. Updates from the Delano City Council and Water, Light and Power Commission
General Manager, Paul Twite, and City Administrator, Phil Kern, updated the group on current projects and happening within the departments.
B. Discuss natural gas service
With the recent growth within West Metro Business Park, the current natural gas infrastructure cannot support Tuffy’s new facility. Paul Twite state a number of communities provide limited natural gas within their respective cities. Staff has begun to look into this and have been in contact with Northern Natural Gas to look into the options for the City.
C. Discuss facility needs
The group briefly discussed the facility needs for both the City Public Works and DMU. This will be looked into further in the coming months.

Mayor Graunke called the Delano City Council/Economic Development Authority regular meeting of Tuesday, December 17, 2019, to order at 7:00pm.

B. Approve Pay Request No. 4 for the Delano West Metro Business Park Phase II
C. Approve employee salary and benefit changes for 2020

F. Approve 2020 Wage Increase for firefighters
G. Adopt resolution R-19-41 appointing Election Judges for the 2020 Elections

A. Approve Conditional Use Permit amendment to the warehouse building located at 506/508 Railroad Avenue in Delano

Motion by Holly Schrupp, seconded by Jon Sutherland to hold a public hearing to approve conditional use permit amendment to the warehouse building located at 506/508 Railroad Avenue in Delano; motion carried.
Motion by Jason Franzen, seconded by Jon Sutherland to close the public hearing; motion carried.
2. Resolution amending a conditional use permit within the City of Delano
Motion by Jon Sutherland, seconded by Holly Schrupp to adopt resolution R-19-42 amending a conditional use permit within the City of Delano; motion carried 4-0 by roll call vote.
8. City Strategy No. 3: Conscientious asset/infrastructure management
A. Review Wastewater Treatment Phosphorus Removal Study Report and authorize a preliminary facility needs study at the Wastewater Treatment Facility
Motion by Holly Schrupp, seconded by Jason Franzen to authorize a preliminary facility needs study at the Wastewater Treatment Facility; motion carried.
9. City Strategy No. 4: Manage sustainable and planned growth
A. Adopt resolution approving a final plat for Prior Addition of Delano
Motion by Holly Schrupp, seconded by Jon Sutherland to adopt resolution R-19-43 approving a final plat for Prior Addition of Delano; motion carried 4-0 by roll call vote.
