Mayor Graunke called the regular meeting of the Delano City Council/Economic Development Authority of Tuesday, January 21, 2020, to order at 7:00 p.m.
2. Roll Call and Approval of Agenda
Motion by Holly Schrupp, seconded by Jason Franzen to approve the agenda with the recommended additions; motion carried.
3. Minutes
Motion by Betsy Moran, seconded by Jon Sutherland to approve minutes as submitted; motion carried.

5. Consent Items
A. Approve workstation hardware and software purchases
B. Authorize the appointment and placement of Emily Grinnell as a probationary status Fire Fighter with the Delano Fire Department
Motion by Holly Schrupp, seconded by Betsy Moran to approve consent items as submitted; motion carried.
6. City Strategy No. 1: Provide comprehensive services to meet community needs.
A. Adopt resolutions related to the 2020 Elections
Motion by Betsy Moran, seconded by Jason Franzen to adopt resolution R-20-01 establishing an Absentee Ballot Board for the purpose of accepting and rejecting absentee ballots for the City of Delano; motion carried 5-0 by roll call vote.
Motion by Holly Schrupp, seconded by Jon Sutherland to adopt resolution R-20-02 appointing Election Judges for the 2020 Presidential Primary Election to be held on March 3, 2020, Primary Election to be held on August 11, 2020, and General Election to be held on November 3, 2020; motion carried 5-0 by roll call vote.
8. City Strategy No. 3: Conscientious asset/infrastructure management
A. Delano Wastewater Treatment Facility Biosolids Management and Phosphorus Removal Project
B. 125 Woodland Road Site Demolition Quotes
Motion by Betsy Moran, seconded by Holly Schrupp to award the demolition bid of 125 Woodland Road site to Veit Contracting; motion carried.

Motion by Holly Schrupp, seconded by Betsy Moran to approve city claims as submitted; motion carried.
17. Adjournment

Also Present: Phil Kern, City Administrator; Paula Bauman, Administrative Services Coordinator; Scott Dornfeld; Building Official
3. Special Order of Business
A. Approving hiring Assistant Building Official
Motion by Betsy Moran, seconded by Jon Sutherland to hire Dustin Quam as Assistant Building Official for the City of Delano; motion carried.
B. Discuss potential Granite Works redevelopment
Motion by Betsy Moran seconded by Jason Franzen to enter into closed session for the purpose of discussing real estate transaction; motion carried.
Motion by Betsy Moran, seconded by Jason Franzen to exit out of closed session; motion carried.
C. Interview and appoint candidates for various boards and commissions
Motion by Betsy Moran, seconded by Holly Schrupp to appoint Tom S. Rowbothan and reappoint Adam Steffl to the Water, Light and Power Commission; motion carried.
Motion by Holly Schrupp, seconded by Betsy Moran to appoint Jennifer Slipka and reappoint Theresa Schlosser-Green to the Spirit of Community Commission; motion carried.
Motion by Holly Schrupp, seconded by Betsy Moran to appoint Kevin Koehler and reappoint Sarah Berres and Marnie Lucas to the Park and Recreation Commission. Reappoint James Anderson, Matt Boelter, and Judith Criego to the Public Safety Commission. Appoint Nancy Rowbotham and Bob Slipka to the Planning Commission; motion carried.
D. Appoint council liaisons for various boards and commissions

FRANKLIN TOWNSHIPNotice of Annual Meetingand Election of Officers
Notice is hereby given to the qualified voters of Franklin Township, County of Wright, State of Minnesota, that the Annual Election of Town Officers and Annual Town Meeting will be held on Tuesday, March 10, 2020. In case of inclement weather, the meeting and election may be postponed until March 17, 2020, the third Tuesday of March. The Board of Canvass will follow the election.
The Election Poll hours will be open from 10:00 a.m. to 8:00 p.m. at which time the voters will elect:
ONE (1) SUPERVISOR FOR A THREE (3) Y EAR TERM
The Annual Meeting will commence at 8:15 p.m. or shortly thereafter to conduct all necessary business prescribed by law.

NOTICE OF ELECTRONIC VOTING SYSTEM
PUBLIC ACCURACY TEST
NOTICE IS HEREBY GIVEN that the Public Accuracy Test of the AutoMARK assistive voting device used for absentee voting for the March 10, 2020 Township Election, will be conducted at the Wright County Auditor/Treasurer’s Office, 10 2nd St NW Room 230, Buffalo, MN on Monday, February 24 at 9:00 a.m. The Public Accuracy Test is open to the general public.
