The Planning Commission will hold a public hearing in the Council Chambers at 1920 County Road 90 on Tuesday April 21, 2020 at 7:30 p.m. to review the following request:
1. PUBLIC HEARING: Fred Pagenkopf Jr. (Owner/Applicant) requests that the City consider the following action for the properties located at and directly south of 2576 Valley Road, Independence, MN (PID No.s 15-118-24-32-0003 and 15-118-24-33-0001):
a. A minor subdivision to allow a lot line rearrangement and two rural view lot subdivisions.
2. PUBLIC HEARING: A proposed text amendment to the City of Independence Ordinances as follows:
a. Chapter 5, Section 510.05, Definitions and 530 Zoning District Provisions – Considering an amendment to the several definitions relating to permitted land uses in various districts and to consider amendment of permitted, accessory and conditional land uses in each district.
The items highlighted above may have a direct or indirect effect on your property. All persons wishing to be heard with reference to these applications will be given the opportunity at this meeting. Written comments can be directed to City Hall, 1920 County Road 90, Independence, MN 55359. Plans will be available for review at the City Office prior to the meeting (please call ahead to ensure that the plans are on file).

Regular Meeting of the Board of Education
Independent School District 879, Delano Public Schools
The regular meeting of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Monday, March 23, 2020, via teleconference. The meeting was called to order by the chair at 5:48 p.m. with the following members in attendance: Johnson, Black, Seguin, Rosenow, Depa, Roeser and Briesemeister. Absent: None.
Board reviewed discussion items: New York/Washington, D.C., update, COVID-19 update, policy review, Student School Board Representatives, MSBA Officers Training.
CONSENT AGENDA (approved unanimously)
Board approved the meeting minutes from Feb. 24, 2020, and the current budget status with year-to-date adjustments, investment transactions, construction bond investment transactions, wire transfers, Minnesota Liquid Asset Fund, cash report, revenue and expense fund totals, expense reports and disbursements.

PERSONNEL (approved unanimously)
Board approved retirements/resignations/terminations, recommendations for employment, contract changes/approvals/position changes, and leaves of absence, including: Retirements/Resignations/Terminations: TKC assistant, TAC supervisor, ninth-grade football coach, discretionary JV football coach, TKC lead, DIS health office professional. Recommendations for Employment: CE student coach (4), spring play co-assistant director, boys assistant lacrosse coach, JV football coach, head girls soccer coach, spring play co-assistant director and set construction, TKC student aide. Contract Changes/Approvals/Position Changes: MOA: Continuation for additional duty day, MOA: Sick leave donations (2). Lane Changes: Districtwide special education teacher, DES second-grade teacher, DES SLD teacher, DHS math teacher, DES kindergarten teacher, DES phy. Ed. Teacher, DHS social studies teacher, DES music teacher, DES first-grade teacher. Leaves of Absence: DES SPED teacher, DHS SPED teacher, DIS sixth-grade teacher (2).
Board heard the following administrative reports: Superintendent Schoen reported on distance learning preparation work and communication efforts. B. Voight reported on distance learning preparations, thanked his staff members for their efforts, and reported on district-wide projects undertaken at DIS. S. Heil reported on distance learning preparations, the return of foreign exchange students to their home countries, and the state-qualifying boys basketball team. D. Schuler reported on distance learning preparations, staff resiliency, and the preparation of learning platforms. M. Reeder reported on requests for meals, and the work done by food service staff members and Stahlke Bus. D. Johnson reported that all enrichment and recreation programs are either canceled or delayed, and that the TAC remains closed. Memberships will be adjusted. Distance learning may take place for preschool and ECFE, and child care is going smoothly. Board heard reports from: Student School Board Representatives, MAWSECO and the Wright Technical Center.
OLD BUSINESS (approved unanimously)
Board approved the second read of three policies due to substantive changes: Policy 419 - Tobacco-Free Environment; Possession and Use of Tobacco, Tobacco-Related Devices, and Electronic Delivery Devices; Policy 501 - School Weapons Policy; and Policy 534 - Unpaid Meal Charges
NEW BUSINESS (approved unanimously)
Board approved the 2020-21 school calendar, Jenco as the lawn mowing vendor for 2020 and 2021, and the first read of Policy 535 – Service Animals in the Schools, due to substantive changes.
