SECTION 00100ADVERTISEMENT FOR BIDS
NOTICE TO CONTRACTORS
Electronic Bid Proposals will be received by the City of Loretto for the Wastewater Lift Station and Forcemain Project, until 10:00 AM, Thursday, October 1, 2020, at which time such bids will be publicly opened and read aloud.
The work, in accordance with Drawings and Specifications prepared by Wenck Associates, Inc., consists of the following major items of work:
• Gravity piping connecting lift station to existing sanitary sewer piping
• Influent flow metering manhole
• Lift station structure and valve vault
• MCES flow meter station
• New control building
• New forcemain and connect to existing forcemain
• Remove existing control building and flume structure
• Access road and retaining wall improvements
• Site grading and access improvements
• Site electrical improvements
• Fence removal and replacement
Together with selective demolition, traffic control, erosion controls, seeding, and other related appurtenances.
A non-mandatory electronic pre-bid meeting will be held at 3:00 PM, Wednesday, September 23, 2020. Contact Peter Daniels at pdaniels@wenck.com for details on access to the meeting.
Each bid proposal shall be accompanied by a “Bid Security” in the form of a certified check made payable to the “CITY OF LORETTO” (OWNER) in the amount not less than five percent (5%) of the total bid, or a surety bond in the same amount, running to the OWNER, with the surety company thereon duly authorized to do business in the State of Minnesota. Such Bid Security to be a guarantee that the bidder will not, without the consent of the OWNER, withdraw his bid for a period of sixty (60) days after the opening of bids, and, if awarded a contract, will enter into a contract with the OWNER; and the amount of the certified check will be retained or the bond enforced by the OWNER in case the bidder fails to do so. All bid securities except those of the three lowest bidders will be returned within fifteen days after the opening of bids.
A contractor responding to this solicitation document shall submit to the city a signed statement under oath by an owner or officer verifying compliance with each of the minimum criteria in Minnesota Statutes, section 16C.285, subdivision 3. The term ‘responsible contractor’ as used in this solicitation document means a contractor as defined in Minnesota Statues, section 16C.285, subdivision 3. Any prime contractor or subcontractor that does not meet the minimum criteria in Minnesota Statutes, section 16C.285, subdivision 3 or fails to verify that it meets those criteria is not a responsible contractor and is not eligible to be awarded the construction contract for the project or to perform work on the project. A false statement under oath verifying compliance with any of the minimum criteria shall render the prime contractor or subcontractor that makes the false statement ineligible to be awarded a construction contract on the project and may result in termination of a contract awarded to a prime contractor or subcontractor that submits a false statement. A prime contractor shall submit to the city upon request copies of the signed verifications of compliance from all subcontractors of any tier pursuant to Minnesota Statues, section 16C.285, subdivision 3, clause 7. Refer to the contract documents for additional requirements associated with the Responsible Contractor Law.
Bid Proposals shall be submitted on forms furnished for that purpose. Bids shall be submitted in electronically through the QuestCDN website. Information about the electronic bid opening will be provided to plan holders through an addendum. No bidder shall withdraw his bid, without the consent of the OWNER, for a period of sixty (60) days after the date for the opening thereof. The OWNER, however, reserves the right to reject any or all bids and to waive any minor irregularities, informalities, or discrepancies. A work history detailing qualifications and past experience must be provided upon request.

The regular meeting of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Monday, July 27, 2020, at Delano City Hall. The meeting was called to order by the chair at 5:49 p.m. with the following members in attendance: Johnson, Black, Seguin, Rosenow, Depa, Roeser and Briesemeister. Absent: None.
APPROVAL OF MEETING AGENDA (approved unanimously)
WORK SESSION
Board reviewed discussion items: Reopening Task Force updates from small group teams, the Community Advisory Committee, and the timeline of the planning process; policy review; the Building and Grounds Committee report; and renewal of the snow plowing contract.
CONSENT AGENDA (approved unanimously)
Board approved the meeting minutes from June 22, 2020, and the current budget status with year-to-date adjustments, investment transactions, construction bond investment transactions, wire transfers, Minnesota Liquid Asset Fund, cash report, revenue and expense fund totals, expense reports and disbursements.
RESOLUTION OF ACCEPTANCE OF GIFTS (approved unanimously)
PERSONNEL (approved unanimously)
Board approved retirements/resignations/terminations, recommendations for employment, contract changes/approvals/position changes, and leaves of absence, including: Recommendations for Employment: student tennis camp assistant (3), fourth-grade long-term substitute, Tiger Strength coach, student volleyball coach (5), volleyball summer skills lead coach (3), DIS nurse, sixth-grade long-term substitute. Contract Changes/Approvals/Position Changes: 2020-2022 health office professionals agreement; MOA: paraprofessionals e-learning days, 2020-2021 school year; retiree health insurance transfer agreement.
ADMINISTRATIVE AND BOARD REPORTS
Board heard the following administrative reports: Superintendent Schoen reported on the governor’s reopening announcement and planning efforts, as well as the three learning models and efforts made to improve the distance learning experience. Board chair L. Seguin read a statement from the board evaluating M. Schoen’s performance as superintendent generated from a recent review, saying he is meeting or exceeding expectations in all areas. M. Reeder reported on the candidate filing period. D. Johnson reported on summer programs and registrations, the absence of a printed fall brochure, COVID-19 mitigation procedures and various other programs. Board heard reports from: MAWSECO.
OLD BUSINESS (approved unanimously)
Board approved the second read of second read of Policy 514 – Bullying Prohibition Policy, and Policy 515 – Protection and Privacy of Pupil Records, with 515F, due to substantive changes.
NEW BUSINESS (approved unanimously)
Board approved a MSHSL membership resolution, a two-year extension of the snow removal contract with JENCO Property Maintenance, and the first and only read of the following policies due to non-substantive and/or legal reference changes: Policy 518 - DNR-DNI Orders, Policy 519 - Interviews of Students by Outside Agencies, Policy 520 - Student Surveys, with 520F; and Policy 521 - Student Disability Nondiscrimination, with 521F.
