A special meeting of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Thursday, Oct. 15, 2020, via teleconference. The meeting was called to order by the chair at 5 p.m. with the following members in attendance: Johnson, Seguin, Depa, Roeser and Briesemeister. Rosenow joined the meeting after it had begun. Absent: Black.

NEW BUSINESS
Board discussed whether future meetings should be virtually, in person, or in a hybrid format. Possible locations were also discussed. It was decided that the next meeting would occur virtually.

The regular meeting of the Board of Education of Independent School District 879, Delano, Minnesota, was held on Monday, Oct. 26, 2020, via teleconference. The meeting was called to order by the chair at 5:48 p.m. with the following members in attendance: Johnson, Seguin, Rosenow, Depa, Roeser and Briesemeister. Black joined the meeting at 5:50 p.m. Absent: None.
APPROVAL OF MEETING AGENDA (approved unanimously 6-0)
WORK SESSION
Board reviewed discussion items: October listening session debrief, policy review, COVID-19 update, date to canvass votes, student school board representatives.
CONSENT AGENDA (approved unanimously)
Board approved the meeting minutes from Sept. 28, 2020, and Oct. 15, 2020, and the current budget status with year-to-date adjustments, CRF budgets, investment transactions, construction bond investment transactions, wire transfers, Minnesota Liquid Asset Fund, cash report, revenue and expense fund totals, expense reports and disbursements.
RESOLUTION OF ACCEPTANCE OF GIFTS (approved unanimously)
PERSONNEL (approved unanimously)
Board approved retirements/resignations/terminations, recommendations for employment, contract changes/approvals/position changes, and leaves of absence, including: Retirements/Resignations/Terminations: DIS custodian. Recommendations for Employment: 7-8 volleyball coach, TKC high school aides (5), seventh-grade volleyball coach, TKC aide, early childhood screening employee, TAC monitor, eighth-grade football coach, DES recess paraprofessional, high school pool worker, CE fall dance team coach. Lane Changes: DHS social studies teacher. Leaves of Absence: Volunteer coordinator, DES second-grade teacher.
ADMINISTRATIVE AND BOARD REPORTS
Board heard the following administrative reports: Superintendent Schoen gave an update on the COVID-19 situation and flex learning days. J. Vieau reported on positive behavior support efforts, the startup of a school store, and the COVID-19 situation at DIS. B. Voight reported on the DHS school improvement plan, Homecoming and student recognition. G. Hinker reported on cases and quarantines at DES, hybrid preparations, the Boosterthon fundraiser, distance learning and spirit week. M. Reeder reported on a preliminary meeting date with the auditors and discussed the possibility of a virtual truth-in-taxation meeting. D. Johnson reported on the continuous improvement plans for Community Education programs. Board heard reports from: Wright Technical Center, the District Advisory Committee and Professional Development.
OLD BUSINESS (approved unanimously)
Board approved the second read of Policy 522 – Title IX Sex Nondiscrimination Policy, Grievance Procedure and Process, a new policy, to replace existing Policy 522 – Student Sex Nondiscrimination; and the second read of the following policies due to substantive and/or legal reference changes: Policy 524 - Internet Acceptable Use and Safety Policy; Policy 526 - Hazing Prohibition; Policy 527 - Student Use and Parking of Motor Vehicles; Patrols, Inspections and Searches; Policy 528 - Student Parental, Family and Marital Status Nondiscrimination.
NEW BUSINESS (approved unanimously)
Board approved the date and time of the election canvassing board meeting for 5 p.m. on Friday, Nov. 13; the 2020-21 Q-Comp program, and the first and only read of the following policies due to non-substantive changes: Policy 531 - The Pledge of Allegiance; and Policy 533 – Wellness. Board approved the first read of the following policies due to substantive changes: Policy 530 - Immunization Requirements; Policy 532 - Use of Peace Officers and Crisis Teams to Remove Students With IEPs From School Grounds.

CITY OF LORETTO NOTICE OF PUBLIC HEARING 2021 STREET IMPROVEMENTS PROJECT7:00 P.M. TUESDAY, DECEMBER 8TH, 2020 LORETTO CITY COUNCIL MEETING BY ELECTRONIC MEANS LORETTO, MINNESOTA 55357
To Whom It May Concern:
Notice is hereby given pursuant to Minn. Stat. §§ 429.011 to 429.111 that the Loretto City Council will hold a public hearing at 7:00 p.m. or as soon thereafter on Tuesday, December 8, 2020 remotely by electronic means pursuant Minn. Stat. § 13D.021, as provided below. The purpose of the hearing is to consider the 2021 Street Improvement Project on the following roadways:
• Elsen Street between the streets of County Road 19 and Albert Street
• and Albert Street from the western limits to the eastern limits as defined as the end of the cul-de-sac;
The improvements include full street construction, including new underlying aggregates, new curb and gutter, and new bituminous surfacing. Replacement of the storm sewer will include new concrete storm pipes, catch basins and manholes. Sanitary sewer and watermain will also be replaced. Sanitary sewer improvements include replacing the sanitary main, manholes and replacement of service lines to the right-of-way. Water distribution improvements include replacing the water main, installing new valves and hydrants, and replacement of service lines to the right-of-way.
The estimated cost of the of such improvement is $1,113,000 with the estimated costs being assessed to affected property owners of $264,500. This assessed amount will be divided among the benefitted properties and will be made payable over a term of years. A reasonable estimate of the impact on the assessments will be available at the hearing.
The purpose of the improvement hearing is to allow affected property owners to review and comment on the nature and merits of undertaking the improvement project.

Such persons as desired to be heard with reference to the above proposed improvement will be heard at the public hearing. The general public is invited to attend the meeting and will be afforded the opportunity to speak during the public hearing.
Following the hearing, the Council will decide whether to undertake the project as proposed or modified, and will, by resolution, order the improvement.
The City’s regular meeting location is Loretto City Hall, 273 North Medina Street, Loretto, MN 55357. At this time, however, all meetings are being held via electronic means due to the COVID-19 pandemic, as allowed by Minn. Stat. § 13D.021, subd. 1, for the reasons set forth in Mayoral Declaration 2020-01 and City Council Resolution 2020-09. All Council members and city staff will participate remotely by electronic means.
This public hearing will be held during the City’s regular City Council meeting and conducted by electronic means.
