RECEIPT AND OPENING OF PROPOSALS: Proposals for the work described below will be received online through QuestCDN.com until May 5, 2020 at 2:00 p.m., at which time the bids will be opened and publicly read through Microsoft Teams. DESCRIPTION OF WORK: The work includes the following:
1. Construct new treatment building.
2. Furnish and install an aluminum gravity filter and associated equipment.
3. Furnish and install pond circulator.
4. Furnish and install submersible mixers.
5. Furnish and install filter influent pumps.
6. Furnish and install chlorination/dechlorination chemical feed equipment.
7. Furnish and install backwash supply lift station.
8. Furnish and install a backwash discharge lift station.
9. Demolish and dispose of micro screens.
COMPLETION OF WORK: All work under the Contract must be substantially complete within four hundred fifty (450) calendar days; final completion within five hundred (500) calendar days, after receipt of the Notice to Proceed.
MINIMUM CONTRACTOR QUALIFICATIONS: The Bidder shall have experience as a General Contractor in the successful completion of at least one municipal water or wastewater treatment plant within the last five (5) years.

BID SUBMITTAL: A Bid shall be submitted online no later than the date and time prescribed. For this project the City will only be accepting online electronic bids through Quest CDN. To access the electronic bid form, download the project documents and click the online bidding button at the top of the advertisement. Prospective bidders must be on the planholders list through QuestCDN for bids to be accepted.

Bids will be received on a lump sum basis.
BID SECURITY: A bid bond satisfactory to the City of Cokato, Minnesota, in the amount of not less than 5 percent of the total Bid price submitted must accompany each Bid.
LABOR RATES - MINIMUM WAGE REQUIREMENTS: This project is being funded by the Minnesota Pollution Control Agency’s State Revolving Loan Fund and the City of Cokato, Minnesota. The project is subject to the State of Minnesota and Federal minimum wages.
PERFORMANCE AND PAYMENT BONDS: The successful Bidder will be required to furnish a Performance Bond and Labor and Materials Payment Bond each in the amount of the Contract.
The Bid, Agreement, and Bonds shall be conditioned upon compliance with all provisions of the Bid Documents.
PROJECT ADMINISTRATION: All questions relative to this project prior to the opening of bids shall be directed to the Engineer/Manager for the project. It shall be understood, however, that no specification interpretations will be made by telephone.

Assessment and Classification of Property
This may affect your 2021 property taxes.
Notice is hereby given that the Board of Appeal and Equalization for the City of Darwin will meet on Thursday, April 16, 2020 at 6:00 p.m. at Darwin City Hall. The purpose of this meeting is to determine whether taxable property in the jurisdiction has been properly valued and classified by the assessor.
If you believe the value or classification of your property is incorrect, please contact the Meeker County Assessor’s office to discuss your concerns. If you disagree with the valuation or classification after discussing it with the assessor, you may appear before the board of appeal and equalization. The board will review your assessments and may make any corrections as needed. Generally, you must appeal to the local board before an appeal can be taken to the county board of appeal and equalization.

Notice of Hearing on Improvement
TO WHOM IT MAY CONCERN:
Notice is hereby given that the city council of Darwin will meet in the council chambers of the city hall at 6:00 p.m. on April 14, 2020, to consider Rice City Circle Pavement Improvements, the improvement of Rice City Circle, from CSAH 24 to CSAH 24, and Karen Court, from Rice City Circle to cul-de-sac, by constructing a bituminous street, pursuant to Minn. Stat. §§ 429.011 to 429.111. The estimated cost of the improvement is $292,187.40. A reasonable estimate of the impact of the assessment will be available at the hearing. Such persons as desire to be heard with reference to the proposed improvement will be heard at this meeting.

NOTICE OF PUBLIC HEARING ON CITY ROAD VACATION
NOTICE IS HEREBY GIVEN that the City Council of the City of Kingston will meet at 7:00 p.m. on the 20th day of April 2020 at the Kingston Community Center located at 30840 722nd Avenue, Dassel, MN 55325 to consider the vacation of a portion of Elm Street described as:
That portion of Elm Street lying south of the Second Street right-of-way and North of the Third Street right-of-way as shown on Plat of Plan of Kingston as recorded in the Office of the Meeker County Recorder.
The scheduled hearing is for the purpose of determining whether the portion of the above-described road should be vacated. Such persons who desire to be heard with reference to this proposed vacation will be given the opportunity to be heard at this public hearing.

Vacating Drainage and Utility Easements
Notice is hereby given that the Dassel City Council will hold a Public Hearing in the City Council Chambers at Dassel City Hall, 460 Third St, on Monday, April 20, 2020 at 7:00 p.m. to consider a request from Zach & Karen Pokornowski, 750 Lee Ave, Cokato, for the vacation of drainage and utility easements along interior lot lines on Lots 9 & 10, Block 7; of Summit Hills Addition to Dassel.
Map copies of the lots and easement locations are available from by email terri.boese@dassel.com.
All persons interested are invited to attend this hearing, at which time both oral and written comments may be presented. Written comments may be submitted to the City Clerk’s Office at any time prior to the Council meeting. Due to COVID-19 restrictions those interested in attending the meeting in person will be asked to follow social distancing guidelines.
