NOTICE IS HEREBY GIVEN that the City Council of the City of Mayer, Minnesota (the “City”) will meet on Monday, August 10, 2020, at 6:30 p.m., at the Mayer City Hall, 413 Bluejay Avenue in Mayer, Minnesota, in part to hold a public hearing concerning (1) the proposal to adopt a capital improvement plan pursuant to Minnesota Statutes, Section 475.521; and (2) the proposed issuance of general obligation bonds (the “Bonds”). The Bonds will be in an amount not to exceed $4,250,000 and will be used to construct a new structure to house the fire department for the City.
If a petition requesting a vote on the issuance of the Bonds, signed by voters equal to five percent of the votes cast in the City in the last general election, is filed with the City Administrator within 30 days after the public hearing (i.e., by September 9, 2020), the City may issue the Bonds only after obtaining approval of a majority of voters voting on the question at an election.
A copy of the plan is available for inspection in the City Administrator’s Office, City Hall, 413 Bluejay Avenue, Mayer, Minnesota, 55360. Questions or comments may be directed to the City Administrator’s Office at 952-657-1502.
All interested persons may appear and be heard at the public hearing either orally or in writing or may file written comments with the City Administrator before the hearing.

Notice is hereby given to the qualified voters of French Lake Township, County of Wright, State Of Minnesota, the Primary Election will be held on Tuesday, August 11, 2020. Voting will take place at the French Lake Township located at 3133 County Road 3 NW, Annandale, MN. If you require an absentee ballot, please contact the Wright County Auditor’s Office. The Public Accuracy Test of the ES&S AutoMARK, assisted voting device, which will be used during the election will be held on Tuesday, August 4th, 2020 immediately after the regularly scheduled Township meeting at 7:00 pm at the French Lake Township Hall. The purpose of this testing is to ascertain that the equipment will correctly tabulate the votes. The public is invited to attend.

The Lester Prairie City Council met in regular session on Tuesday, June 14, 2020. Mayor Angvall called the meeting to order at 7:00 p.m..
Motion – Foust; Second – Meyer; Carried – Unanimously; To accept and approve the June Minutes as submitted.
Motion – Foust; Second – Meyer; Carried – Unanimously; To accept and approve the June Treasurer’s Report as submitted.
Motion – Tritabaugh; Second – Meyer; Carried – To not continue negotiating with Silver Lake and to end discussions.
Motion – Dhoore; Second – Tritabaugh; Carried – Unanimously; To authorize the purchase of milled road material from Wm Mueller and Sons at the rate of $ 10.00 per ton to be used at Sunrise Nature Park.

General consensus of the City Council was to table a decision on Freedom Fest until the August 12 meeting.
Nathan Schmalz was present to introduce himself and inform the City Council he is running for District 1 County Commissioner. He provided information on his background and said he would like to provide a more seamless government between the government agencies within the County.
Mayor Angvall introduced City Clerk Doris Lundin to those in attendance. She has been hired to fill the position for retiring City Clerk M. Pawelk.
General consensus of the City Council was that Administrator Skrbich and Councilman Tritabaugh will meet with Fire Department and Townships regarding the 2021 Fire Department Budget.
Councilman Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 32-20 A RESOLUTION AUTHORIZING THE HIRING OF A POLICE RESERVE OFFICER The foregoing motion was duly seconded by Councilman Meyer and following discussion thereon, a vote was taken. Mayor Angvall declared Resolution no. 32-20 adopted by a unanimous vote this 14th day of July, 2020.

AN ORDINANCE AMENDING THE WAVERLY ZONING ORDINANCE WITH THE ADDITION OF SECTION 153.222 ADMINISTRATION-ENFORCEMENT -INTERIM USE PERMITS, AMENDING SECTION 153.286 RB-1 ZONE DISTRICT USES A. PERMITTED USES ADDING (8), (9), AND (10), C. CONDITIONAL USES REMOVING 3.(b) AND 3.(f) REVISING 3.(d); AND AMENDING THE LANGUAGE CONTAINED IN B-1 GENERAL BUSINESS DISTRICT 153.063 CONDITIONAL USES (B) FOR MIXED DEVELOPMENT
The Waverly City Council does hereby ordain:
Section 1. Section 153.222 is added as follows:
WAVERLY ZONING ORDINANCE SECTION 153.222 ADMINISTRATION AND ENFORCEMENT - INTERIM USE PERMITS SECTION:
153.222-1: Purpose and Intent
153.222-2: Procedure
153.222-3: Criteria
153.222-4: General Performance Standards
153.222-5: Termination
153.222-1: PURPOSE AND INTENT: The purpose and intent of allowing interim uses is:
A. To allow a use for a temporary period of time until a permanent location is obtained or while the permanent location is under construction;
B. To allow a use that is presently judged acceptable by the City Council, but that with anticipated development or redevelopment, will not be acceptable in the future or will be replaced in the future by a permitted or conditional use allowed within the respective district; or
C. To allow a use which is reflective of anticipated long-range change to an area and which is in compliance with the Comprehensive Planprovided that said use maintains harmony and compatibility with surrounding uses and is in keeping with the architectural character and design standards of existing uses and development.
153.222-2: PROCEDURE: An application for an interim use permit requires a public hearing and is to be processed in accordance with the procedures set forth in Section 153 of this Ordinance.
153.222-3: CRITERIA: The Planning Commission shall consider possible effects of the proposed interim use. Its judgment shall be based upon, but not limited to, the factors outlined in this Ordinance.
153.222-4: MINIMUM STANDARDS: As may be applicable, the evaluation of any proposed interim use permit request shall be subject to and include, but not be limited to,
A. The general performance standards and criteria outlined in this Zoning Ordinance;
B. A determination that the date, or event that will terminate the use, can be identified with certainty;
C. The use will not impose additional unreasonable costs on the public;
D. The user agrees to any conditions that the City Council deems appropriate for permission of the use; and
E. The use is allowed as an interim use in the respective zoning district.
153.222-5: TERMINATION: An interim use shall terminate on the happening of any of the following events, whichever occurs first:
A. The date or event stated in the permit.
B. Upon violation of conditions under which the permit was issued.
C. Upon change in the Zoning Ordinance which renders the use non-conforming.
D. The property is redeveloped to a permitted or conditional use allowed in the respective zone district.
RB-1 Residential Business District
153.286 USES. This section is amended with the addition of A. Permitted Uses (8), (9), and (10)
(8) Personal services such as laundry, barber, shoe repair, and photography
(9) Professional services such as doctors, chiropractors, dentists, architects, accountants, and attorneys
(10) Banks, finance, insurance and real estate offices
C. Conditional Uses 3. (b) is deleted entirely, 3. (d) shall read: funeral homes, and 3. (f) is
deleted.
Delete (4) (Other uses which in the opinion of the Planning Commission and City Council are of the same general character as the permitted uses and which will not be detrimentalto the Residential-Business District.)
The following subdivision is added as follows:
D. Interim Uses. The following uses shall require an interim use permit as regulated in this chapter.
(1) Outdoor sales and service of the following: farm implement equipment, motorized golf carts, campers, and all terrain vehicles. Outdoor sales lots are subject to the regulations of the Waverly City Code of Ordinances Chapter 113. Minnesota business licensing must be active and in good standing including dealership, air quality, and other similar state requirements for sales business types.
(2) Exterior and/or interior storage associated with a primary business including but not limited to inoperable vehicles being used for parts, bulk storage of materials, tires, or other piles of stock items.
(3) Temporary sales lots including farm products including produce and temporary open outdoor sales, service or rental as an accessory use provided the area is fenced or screened from abutting properties, sales areas are surfaced to control dust.
B-1 General Business District
153.063 CONDITIONAL USES. (B) is revised to read as follows:
Mixed residential-commercial development accompanied by a storefront business provided that there is sufficient parking for the use and all adjacent uses and the council determines that there is no conflict between uses.
Section 2. This ordinance shall become effective upon passage and publication according to law.
