NOTICE OF PUBLIC HEARINGContinuation of the Public Hearing for the Reestablishment of Records on County Ditch #13
Whereas, The Wright County Board of Commissioners, acting as the Wright County Drainage Authority, has determined that the current construction records establishing the alignment, cross section, profile, and right-of-way of the drainage system are incomplete; Whereas, the Drainage Authority passed the resolution to appoint Houston Engineering to conduct a reestablishment of records under Minnesota Statute 103E.101, subd. 4a.
NOW, THEREFORE, Notice is hereby given that the Drainage Authority will hold a continuation of the Public Hearing on the acceptance of the reestablishment of records on October 6th, 2020 at 1:00 p.m. If accepted, the records provided by the reestablishment will replace those now being used, and all future maintenance will be based of this As-Constructed and Subsequently Improved Condition.
Due to the COVID19 pandemic no in-person attendance will be permitted at the public hearing. Please contact the Agricultural & Drainage Supervisor Matt Detjen at 763-682-7571 to obtain a link to live stream this public hearing and provide comments. Wright County updates its Five-Year Plan periodically, and we welcome your input and feedback as part of that process.
The update involves adding new years to the end of the previous five-year program and updating/revising the other years within the program to reflect changes in priorities, funding, etc. The current Five-Year Plan is for the years 2019-2023 and the new updated Five-Year Plan will be for the years 2021-2025.
Due to the COVID-19 pandemic, a public meeting will not be held for the Five-Year Construction Plan update.
We value your input and invite you to review the DRAFT Five-Year Plan and Map and provide your feedback and comments.

Special Assessment Hearing NoticeMcLeod Avenue Improvement Project
To whom it may concern:
Notice is hereby given that the City Council of Winsted, MN will meet in the Council Chambers of City Hall located at 201 First Street N., Winsted, Minnesota at 6:00 pm on Tuesday October 6, 2020 to consider and possibly adopt, the proposed assessment for the McLeod Avenue Improvement Project.
The improvement of streets, sidewalks, and municipal utilities on McLeod Avenue from 6th Street to Kingsley Street.
The total cost of the improvement is $2,098,464.00 and the total cost to be assessed is $158,715.80. Assessments shall be payable in equal annual installments extending over a period of 15 years, the first of the installments to be payable on or before the first Monday in January, 2022, and shall bear interest at the rate of 3.13 percent per annum from the date of the adoption of the assessment resolution.
You may at any time prior to certification of the assessment to the County Auditor on November 30th, pay the entire assessment on such property, with interest accrued to the date of payment, to the Clerk of the City of Winsted. No interest shall be charged if the entire assessment is paid within 30 days from the adoption of this assessment. You may at any time, thereafter, pay to the McLeod County Auditor-Treasurer the entire amount of the assessment remaining unpaid, with interest accrued to December 31 of the year in which such payment is made. The payment must be made before November 15th or interest will be charged through December 31 of the succeeding year. If you decide not to prepay the assessment before the date given above the rate of interest that will apply is 3.13% percent per year. The right to partially prepay the assessment has been established by ordinance and is available.
The proposed assessment roll is on file for public inspection at the City Clerk’s office. The total amount of the proposed assessment is $158,715.80 Written or oral objections will be considered at the meeting. No appeal to district court may be taken as to the amount of an assessment unless a written objection signed by the affected property owner is filed with the City Clerk prior to the assessment hearing or presented to the presiding officer at the hearing. The council may upon such notice consider any objection to the amount of a proposed individual assessment at an adjourned meeting upon such further notice to the affected property owners as it deems advisable.
Under Minnesota State Statute §§ 435.193 to 435.195, the Winsted City Council may, in its discretion, defer the payment of this special assessment for any homestead property to certain classes of individuals defined in the statute whom it would be a hardship to make the payments. However, the City has not established any deferment ordinance or resolution pursuant to those Sections and therefore no deferment of payments is authorized.
An owner may appeal an assessment to district court pursuant to Minn. Stat. § 429.081 by serving notice of the appeal upon the mayor or clerk of the city within 30 days after the adoption of the assessment and filing such notice with the district court within ten days after service upon the mayor or clerk.
