The Monday, April 12, 2021 Regular Meeting of the Howard Lake-Waverly-Winsted ISD #2687 was called to order at 6:00 pm. by Chairperson Heuer. After the pledge of allegiance, roll was taken with the following members present: Heuer, Koch, Bravinder, Marketon, Scheuch and Puncochar; absent: Peterson. Also present were Superintendent Brad Sellner, Principals Jason Mix, Jim Schimelpfenig, and Jennifer Olson, and Board Secretary Marilyn Greeley.
(Item IV) Scheuch recommended approval of the agenda; Koch seconded; passed unanimously.
(Item VI) Scheuch recommended approval of the consent agenda; Puncochar seconded; passed unanimously.
The consent agenda included the March meeting minutes, payment of bills, enrollment, employment recommendations, lane changes, policy approval and communications.
(Item VII, Subd. A) Scheuch recommended approval that the AIPAC in compliance with Minnesota Statutes; Bravinder seconded; Kelli Westling, District Assessment Coordinator, reviewed information about the American Indian Parent Advisory Committee; passed unanimously.
(Item VII, Subd. B) Scheuch recommended approval of the quarterly treasurer report; Puncochar seconded; Donna Wilson, SMS Financial Consultant reviewed the quarterly report; passed unanimously.
(Item VII, Subd. D) Scheuch recommended approval of Mid-County Coop, Mumford Sanitation, Pan O Gold and Kemps/St.Paul Beverage Solutions as our vendors for the 2021-2022 school year; Marketon seconded; passed unanimously.
(Item VII, Subd. F) Scheuch recommended approval of the superintendent evaluation; Koch seconded; Koch reviewed the summary of the Superintendent evaluation; passed unanimously.
(Item VII, Subd. G) Bravinder recommended approval of the resolution accepting donations; Scheuch seconded; those in favor: Bravinder, Koch, Marketon, Scheuch, Puncochar and Heuer; those opposed: none; passed unanimously.
(Item VII, Subd. I) Scheuch recommended approval of the items for the work session; Puncochar seconded; passed unanimously.

The Monday, April 26, 2021 Work Session Meeting of the Howard Lake-Waverly-Winsted ISD #2687 was called to order at 6:02 pm. by Chairperson Heuer. Also present were Superintendent Brad Sellner and Board Secretary Marilyn Greeley.
(Item IV) Scheuch recommended approval of the agenda; Koch seconded; passed unanimously.
(Item V) Scheuch recommended approval of the consent; Puncochar seconded; passed unanimously.
The consent agenda included resignations and employment recommendation.
(Item VI, Subd. F) Scheuch recommended approval of the speech language services change from a speech language teacher to a speech language assistant position; Koch seconded; Superintendent Sellner explained the position has been posted for a while with no applicants. Sellner also indicated we knew it would be difficult to find a candidate. Sellner reported that with the recommendation from our Special Education Coordinator Linda Wharram we could bring a potential candidate to the next meeting for approval. Motion passed unanimously.

NOTICE IS HEREBY GIVEN that the regularly scheduled Carver County Planning Commission meeting to be held on Tuesday, the 15th day of June 2021, and pursuant to Minnesota Statute 13D.021 has been determined that an in-person meeting is not practical or prudent because of a health pandemic (COVID-19). This meeting will be conducted as soon as possible after 6:00 p.m. via conference call. All persons having an interest in the matter and wish to provide written public comments related to the meeting can do so at: LandManagement@co.carver.mn.us, or by mail. Written comments received by 12:00 PM (noon) Monday, June 7, 2021, will be part of the public record and will be available for review by the Planning Commission prior to the meeting. Please include your full name and address for the record. If you would like to join the conference call please contact Land Management for the phone number and an access code, prior to the June 15, 2021, meeting.
PURPOSE: To allow the Planning Commission to hold a public hearing to consider various language and policy amendments to the Carver County Code Ordinances, Chapter 152 (Zoning Code) and Official Zoning Map for the unincorporated areas of the County. Proposed amendments pertain to updates adopted in the 2040 Comprehensive Plan and other Code language updates/modifications.
PROPOSED CHANGES: Ordinance 97-2021 amendments include, but may not be limited to: Code language changes needing to be consistent with the Comprehensive Plan (e.g. essential service section, energy production section, Rural Service District standards), high amenity (additional density changes), shoreland overlay district changes based on the MN DNR model ordinance, personal accessory structure square footage increase, building eligibility transfers, screening standards, access management modifications, setback modifications, updating the variance language related to the grounds for a variance, and adding or revising definitions.

Lester Prairie City Council MinutesSpecial Closed Council MeetingApril 22, 2021
Pursuant to the public notice, the Lester Prairie City Council met in a special closed session on Thursday, April 22, 2021. Mayor Mike called the special meeting to order at 7:04 p.m.
Motion - Krause, Second - Tritabaugh, Carried; Unanimously, To close the special session to review the performance of City Administrator Skrbich and to consider allegations or charges against him pursuant to Minn. Stat. Secs. 13D.05, Subds. 2(b) and 3(a).
Motion - Krause, Second – Tritabaugh, Carried; Unanimously, To return to an open meeting.
Motion - Mayor Mike, Second - Krause to place Administrator Skrbich on a 90-day performance improvement plan. Ayes: Councilmembers Tritabaugh, Krause and Mayor Mike. Nay: Councilmember Foust, Motion carried.
Motion – Mayor Mike, Second - Tritabaugh, Carried; Unanimously, To provide a summary of City Administrator Skribich’s current performance.
Motion - Tritabaugh, Second – Krause; To adjourn the meeting. Carried; Unanimously.

The Lester Prairie City Council met in regular session on Tuesday, May 11, 2021.
Mayor Mike called the meeting to order at 7:00 p.m. .
Motion – Foust; Second – Tritabaugh; Carried – Unanimously; To add Brian Heimerl and Danny LaMott to the agenda to discuss how to get on the Agenda and Zoom meetings.
Motion – Foust; Second – Tritabaugh; Carried Unanimously; To approve the March Treasurer’s Report that was missed on the previous Council meeting.
Motion – Foust; Second – Krause; Carried – Unanimously; To accept and approve the April Minutes and April Treasurer’s Report as submitted.
Motion – Tritabaugh; Second – Krause; Carried Unanimously; To read the minutes from Special Meeting. Mayor Mike read the minutes from the Special meeting held April 22, 2021.
Councilman – Tritabaugh introduced the following resolution and moved for its adoption: RESOLUTION NO. 16-21 A RESOLUTION TO FILL VACANCY ON LESTER PRAIRIE CITY COUNCIL The foregoing motion was duly seconded by Councilman Foust; and following discussion thereon, a vote was taken. Mayor Mike declared Resolution No. 16-21 adopted by a unanimous vote this 11th day of May, 2021.
Mayor Mike administered the Oath of Office to Paul Dhoore to serve as Councilman 2021-2022.
Councilman - Foust introduced the following resolution and moved for its adoption: RESOLUTION NO. 17-21 A RESOLUTION FOR PART-TIME POLICE BENEFIT The foregoing motion was duly seconded by Councilman Dhoore and following discussion thereon, a vote was taken. Mayor Mike declared Resolution No. 17-21 adopted by a unanimous vote this 11th day of May, 2021.

Petitions for a Conditional Use Permit to operate a gravel mining operation on approximately 10 acres in the southeast corner of the parcel. Processing of materials such as washing and crushing will still take place in the applicant’s current pit to the east.as regulated in 155.029, 155.048(D) & 155.100, Chapter 155, of Title XV Land Usage of the Wright County Code of Ordinances.

In accordance with Minnesota Statute Chapter 13D.021 and the declared state of emergency, Planning Commission members, the applicant, and the general public may participate in person, by telephone, and by other electronic means. Public attendance and participation will be allowed, provided all MDH and CDC guidelines to minimize gatherings are adhered to. The meeting will be broadcast live on the Wright County YouTube channel.
