Special Meeting Oct. 4, 2002 City Hall 4:30 PM Present: Don Guggemos, Bonnie Quast, Tom Wiemiller Staff: Attorney Eggert, Brent Mareck, Betty Zachmann Absent: Tom Ollig, Gary Lenz Mayor called the Special Meeting to order. Purpose of the meeting was to discuss a developers agreement, and other issues pertaining to Grass Lake Farm. Attorney Eggert reviewed the monetary negotiating similar with other developments that City has done. After review and discussion, Council opted to take the information provided by Mareck home for further study. Landmark had sold a parcel of land which is now within the city, therefore assessments on that parcel will be assessed according to cost that the other lots were assessed (Part of the deferred assessment). Footage is approximately 52.80 feet, with the assessment approved by Council, under Resolution No. 397-10-01-02. After discussing tap in fees, engineering fees incurred by the City's engineers, assessments and possible bond issues, Council determined we would not do a bond issue for the project costs of the City, utilizing special levy utilizing special levy for a portion of the costs. Due to the fact that much of the requested paper work is not arriving in the timely manner, as requested by the City, and the conditions for the Plat are not met at this time, Council unanimously declared that all of the necessary paper work must be completed and in writing, before any other documents will be signed with Landmark on Tuesday, Oct. 8th, the next Special Meeting to deal with this issue.
